Canada expands cooperation with EPA over VW scandal

It doesn't take much more than a stiff breeze to send some US pollution northward across the 49th parallel. Perhaps that's why the Canadian government says it is standing strong with the US in its continuing investigation of Volkswagen and the allegations and self-reporting that the automaker installed software to try to game emissions regulations. In fact, the Canadian government is going to do its own slate of on-road testing to see how VW diesel engines perform in real-world conditions. Last year, about 1.8 million new light-duty vehicles were sold in Canada, which is about equal to how many were sold in Maryland. That compares to about 17 million new-vehicle sales for the US. But every bit counts when it comes to an increase in potentially harmful emissions, and the Canadian government says it wants to make sure VW's diesel engines are being properly monitored, whether they're sold in Detroit, MI, or across the river in Windsor, Ontario. And that means following up – together – on allegations that Europe's biggest automaker is using so-called "defeat devices" in what it has long called its "clean diesel" engines. The automotive industry continues to be roiled by the VW scandal, in which the automaker said that as many as 11 million of its vehicles may contain software programmed to manipulate emissions-testing procedures. Volkswagen has set aside $7.3 billion to deal with the scandal, while VW CEO Martin Winterkorn was forced to step down after the issue became public. 2015 VW Passat Limited Edition priced from $23,995*

Volkswagen is doing some rearranging of its lineup for the Passat sedan, ditching a pair of trims on the entry level, 1.8-liter, turbocharged four-cylinder and replacing them with a new Limited Edition trim level. Gone are the Wolfsburg and SE trims from model year 2014, which rung up at $24,375 and $26,280, respectively. The new Limited Edition will start at $23,995, not including $820 in destination charging. According to VW, the new trim level packages $2,755 of extras over the base Passat S, but only demands an extra $1,555 of cash. Not a bad bargain, particularly as the Limited Edition adds some desirable features. An intelligent key with push-button start, 17-inch alloy wheels, a rear-view camera, heated leatherette seats with power controls on the driver's side and a touchscreen radio with an eight-speaker stereo, along with a few lesser options, like fog lights, chrome window trim and a leather-wrapped steering wheel. Beyond the new list of standard equipment, this is still the same competent German sedan. The 1.8-liter, turbocharged four-cylinder is paired up with a smooth shifting six-speed automatic, as with other trim levels. A former Tesla engineer is suing the automaker for age discrimination. 69-year-old Thomas Flessner, who was fired from his Materials Engineer position in February, says he "was isolated due to his age and routinely chastised for completing projects slower than his coworkers." The suit claims younger engineers working at a similar pace were not subject to the same criticism. Audi has taken over responsibility for Volkswagen's program to develop its next-generation fuel cell stack. Ballard is providing engineering services to the automaker until at least March 2019.
