Volkswagen bringing new Touran minivan to Geneva

Volkswagen is bringing a wealth of new metal to the Geneva Motor Show this year. Unfortunately little if any of it is ever likely to reach American shores. There's the new Passat Alltrack, the Golf GTD Variant and a trifecta of new vans: the facelifted Caddy, the revised Sharan and this, the new Touran. Smaller than the Sharan, the Touran is Germany's top-selling minivan and boasts over 1.9 million units sold to date. It was introduced to the VW passenger van lineup in 2003 and was replaced in 2010 with an all-new model. What you're looking at here is the third-generation Touran, based on VW's ubiquitous new MQB architecture. Most obvious is the new sheet metal that makes it look sharper and more in step with the rest of the German automaker's lineup compared to the model it replaces. But there's more to the new Touran than its skin. It's also nearly five inches longer, with most of that length added in the wheelbase to give it a more commodious cabin that's also been updated with the latest equipment and offers room for up to seven passengers. Despite the larger size, it's a good 136 pounds lighter than the outgoing model, so it promises better performance in both its driving dynamics and its environmental credentials. Prospective customers (in markets where the Touran is sold) will be able to choose from a range of three gasoline and three diesel engines ranging from 108 horsepower up to 187, burning as much as 19 percent less fuel than the outgoing model's lineup thanks to features like stop/start engine management and brake force regeneration. There's even a sporty R Line package to give it a little visual aggression. For better or worse, though, the US market will almost certainly be left out: reached for comment, our source at VW USA pointed out that the Touran and Sharan aren't big enough to fill the shoes left by the Routan - but that the upcoming three-row crossover will. Taxpayers wasted $51 million on VW diesel credits

The scope of Volkswagen's diesel emission rules evasion continues to widen with 11 million vehicles now potentially affected around the world, and the company is setting aside over $7 billion to start paying for it all. However, the costs could go even deeper. In a piece that's well worth a read, an analysis by The LA Times finds that the government distributed as much as $51 million in green car subsidies to buyers of these models in 2009 – the first year of the dishonest engine management software. The short-term effects of this scandal on VW are already quite dire. On September 21, the company's stock fell over 20 percent at one point on the German exchange, ended down 17.8 percent that day, and have continued to tank. In addition, the Environmental Protection Agency has forced a stop-sale on 2015 and 2016 diesel models with the 2.0 TDI, and the agency has begun analyzing the 3.0-liter V6 TDI in the Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne to look for similar issues. The Justice Department has also started a criminal investigation, and the automaker has instituted its own external probe, as well. The emissions irregularities were first discovered by researchers at West Virginia University and the International Council on Clean Transportation. The EPA and California Air Resources Board were eventually made aware and launched their own investigations.

VW diesel incentives could be fuel for prosecutors

In the 2000s, Volkswagen was among the companies that lobbied the government to get buyers of diesel vehicles a tax credit. The automaker even brought some of these models to Washington to show them to politicians. The incentive eventually passed, and about 39,500 customers of the 2009 Jetta TDI and Jetta SportWagen TDI got a $1,300 benefit – for a total cost of around $51 million. Now, according to Reuters, that politicking might come back to bite the automaker when prosecutors finally get cases to trial. The US Department of Justice, the Environmental Protection Agency, and attorneys general in at least 29 states are already investigating VW, and politicians are pushing for criminal and civil actions against the company. According to Reuters, there could be several legal routes available, too. One option is to bring tax fraud charges, and that would require proving the automaker knew it was making untrue claims about the diesel models. There's also the option of bringing a case under the False Claims Act, which prohibits fraud against the government. According to Reuters, a maximum penalty under the law would be three times the tax credit and another $5,000 for each vehicle that received it. The company is also facing a class-action lawsuit from disgruntled owners. To aid its defense against all of these claims, VW has hired the same firm that worked with BP during the Deepwater Horizon oil spill. Outside of the US, prosecutors in Germany have just started to build a case against former CEO Martin Winterkorn for alleged fraud. In addition to these potential legal penalties, VW could be fined around $18 billion by the EPA for the emissions infractions. The agency's investigation is getting the added backing of its Canadian counterpart. Although, the actual settlement is expected to be far less.
