German authorities investigate Winterkorn

Former Volkswagen CEO Martin Winterkorn is potentially walking away from the embattled automaker with a $32-million pension, but his retirement might not be quite so relaxed because German prosecutors in the city of Braunschweig (also called Brunswick) are now investigating his role in VW's diesel emissions evasion. The lawyers want to know whether he committed fraud, and a conviction could mean up to 10 years in prison, according to the Associated Press. However, this process is still in its earliest stages, and Winterkorn is long way from sitting in a courtroom. With other high-profile corporate cases in Germany as a guide, a trial could be years away. Lawyers haven't even questioned the former CEO, yet. In Germany, people are free to file criminal complaints, and prosecutors then decide whether a full investigation is necessary. According to the AP, Braunschweig has received about 12 grievances so far, including one from Volkswagen. The law in the country also doesn't allow charging businesses with wrongdoing, only people. Winterkorn resigned from his role at the top of VW last week, just a day after issuing a video apology for the automaker's actions. Former Porsche boss Matthias Muller has succeeded him. Along with having a new person in charge, the automaker's Supervisory Board instituted a thorough corporate reshuffle to put more focus on various regions and give brands additional power by early next year. VW ready to spend $25B on at least 6 EVs in China by 2018

Standing next to the lovely GTE plug-in hybrid during the Beijing Motor Show, VW CEO Martin Winterkorn announced a renewed, $25-billion focus for the German automaker on electric mobility in China. EVs + China is not a new equation for VW (see here and here and here), but the time is now for the plan to come together, apparently. As Winterkorn said in a statement (available below), "We are launching the biggest initiative for e-mobility in China's automotive history." In 2015, the Audi A3 e-tron and Golf GTE will arrive. In 2016, there will be two exclusive-to-China plug-in hybrid vehicles in showrooms: a A6 PHEV and a "new mid-size limousine from the Volkswagen brand." VW Group may even throw in the Bentley Hybrid Concept for good measure. The China-only models will be built in the country and VW is investing over $25 billion between now and 2018, creating an expected 20,000 jobs. VW to announce $1B investment in Mexico plant

Big news south of the border could be slated for later this week, as Automotive News is reporting that the Volkswagen Group will announce a $1-billion investment in the company's Puebla factory. The company officially declined to comment, but AN is claiming the investment in the Puebla facility, which has been operating for over five decades, will add 1,900 jobs to the nearly 16,000-strong workforce. According to AN, a person familiar with the situation in Puebla claims the investment will support production of the next-generation Tiguan, slated to arrive in 2017. The Puebla factory currently produces Golf, while total output last year nearly hit half a million vehicles, or about 15 percent of Mexico's total automotive output.
