France may still ban diesel vehicle sales

Legislators in France are not afraid to bring out the ban hammer when it comes to dirty vehicles. The city of Paris has implemented bans on old clunkers, and the French Prime Minister, Manuel Valls, said in 2014 that diesel cars were a "mistake" and that the government would "progressively undo" the error. Now the national government has said it will not rule out banning sales of new diesel vehicles by Renault and Volkswagen if those companies don't answer more questions about their vehicles' emissions. Environment Minister Segolene Royal said last week that France wants more information about the VW diesel defeat device and Renault's engine software. "We will be asking the consumer fraud investigators and prosecutors to communicate any findings that will enable us to establish whether it's necessary to withdraw sales authorizations," Royal said. Royal has been making waves recently at the COP22 meeting in Marrakesh, Morocco and said that Donald Trump's environmental policies will be " absolutely catastrophic" and weaken the US' standing in the world. If the US doesn't want to lead on climate change efforts, she said, "China can take the place of the United States." She has also been involved in a controversy at home over votes that her staff made to allow higher emissions level from vehicles. Winterkorn not under official investigation in Germany

Prosecutors for the state of Lower Saxony in Braunschweig, Germany, are now saying that former Volkswagen CEO Martin Winterkorn is no longer specifically under investigation for his role in alleged fraud related to the automaker's diesel emissions scandal. The lawyers are clarifying that there's no formal inquiry into the exec because there's not yet enough evidence to establish a suspicion of wrongdoing, Bloomberg reports. However, they are still looking into VW's actions. Earlier this week, the prosecutors announced they had begun an initial investigation into Winterkorn for alleged fraud in the emissions regulation evasion. At that time, there were reportedly 12 complaints asking the lawyers to look into the case, including one from VW. Under German law, only a person could be charged for the potential crimes, rather than a whole company. "An initial suspicion must be based on facts, and you must begin an investigation before you can establish the facts," Christoph Schalast, a professor at the Frankfurt School of Finance, said to Bloomberg. Meanwhile in the US, the investigation continues into VW. The Department of Justice has the support from at least two senators to pursue criminal and civil charges against the company. The attorneys general in at least 29 states are also looking into things. Meanwhile, lawyers are building a class-action lawsuit, as well. To help in its defense, the automaker is employing the help of the same firm that defended BP during the Deepwater Horizon oil spill. Related Video:

VW Chattanooga plant very close to UAW representation

After months of fighting from both sides, it looks like the Volkswagen factory in Chattanooga, TN, might unionize under the United Auto Workers after all. According to a letter acquired by The Associated Press, VW and the UAW reportedly struck a deal last spring where the union agreed to stop its challenge of the organization vote with the National Labor Relations Board to help clear the way for the CrossBlue to be produced in Tennessee. In exchange, the automaker would recognize the UAW at the plant. Leaders of the Local 42 at the facility reportedly signed the letter.
It seems that such an agreement would clear the way for the factory to unionize after months of dispute. According to The Detroit News, under Tennessee law, workers aren't required to join the organization. Although, that might not be a problem. As of a few months ago, Local 42 already claimed to have signed around 700 of the plant's roughly 1,500 workers.
Controversy has constantly swirled around the possible unionization at the Chattanooga plant. The UAW held its official decision in February and lost 712 to 626. However, there were allegations of intense political pressure to make sure the ballot failed. A later report also found that VW was offered $300 million in incentives well before the vote to make sure things progressed to the "satisfaction of the State of Tennessee," but the deal was later retracted. In July, the UAW opened Local 42 on the campus in hopes of signing up a majority of the workforce by volunteering to be a part of it.
