How the Volkswagen cheating probe developed

Fallout from Volkswagen's revelation that it engaged in cheating on emissions testing continued Monday, with the company's stock falling more than 15 percent and a Congressional subcommittee announcing an investigation into the German auto giant's conduct. Both the Environmental Protection Agency and California Air Resources Board served Volkswagen with a Notice of Violation on Friday, saying the company intentionally circumvented emissions standards by using "defeat devices." Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

2015 Volkswagen Touran is the Euro MPV exemplified [w/video]

Among the vehicles Volkswagen doesn't sell in the United States, we retain a soft spot for the tiny Touran MPV. Five doors, a reasonably sized trunk, clean sheet metal and an attractive cabin is an appealing combo, after all, regardless of the form factor. For the 2015 Geneva Motor Show, VW updated the popular compact van for European audiences. Like the Golf-inspired styling of the second-generation model, the popular hatchback's looks are clearly evident in the third-generation Touran. The Golf's small upper character line is more dramatic on the van, although the general taillight and headlight shapes are remarkably similar. The grille, meanwhile, is more Passat than anything else, with a conservative three-bar design. The R-Line model gets more dramatic front and rear bumpers, with black accents on the former and a pair of chromed exhaust tips jutting out underneath the latter. The cabin is typical of Volkswagen, with handsome materials throughout. Piano black is the dominant accent material, found on the dash and steering wheel, while the leather-wrapped steering wheel and hide seats both look like nice enough. The interior of the new model has undergone a significant increase in size and is highly configurable. Refinements have been made all around the vehicle, which boasts a range of six new economical engines and an extensive line-up of assistance and infotainment systems. The public premiere of the new Touran will take place in the coming week at the Geneva motor show. Volkswagen bringing production GTI Clubsport to Frankfurt

"No plans for the car to be sold here." It's probably good I read that part of the email from Volkswagen before I looked at the photos and read the release for the car you see above. It's the production-spec GTI Clubsport. It's coming to the Frankfurt Motor Show. It's awesome. And I want one. I know, I'm kind of a GTI fanboy, but really, there's a lot to like here. The special-edition hot hatch is essentially a road-going version of the concept Volkswagen brought to Worthersee this year, complete with a more powerful engine. It produces 261 horsepower – a healthy increase over the 210 hp of the base GTI (or 220 if the car is fitted with the performance pack) – and can even crank out 286 hp for short bursts, thanks to an overboost function. Hitting 62 miles per hour takes six seconds flat with the six-speed manual gearbox, and that time is reduced to 5.9 seconds should you opt for the six-speed dual-clutch automatic. Even with these upgrades, VW says the GTI Clubsport will still return nearly 34 miles per gallon with the manual transmission. Volkswagen doesn't specifically mention any chassis upgrades, however. In its press release, VW simply says that the GTI Clubsport "has groundbreaking handling properties at high speeds and breathtaking cornering speeds." Cool. I'm sure it'll be a riot. A lot of the exterior is new: the front bumper, side sills, rear diffuser, roof spoiler, and aluminum wheels are all unique to the Clubsport. Buyers can choose between 18- or 19-inch rollers, the tailpipes are larger than those on a standard GTI, and the LED lights out back have a black/red, dark finish. Inside, the Clubsport comes with racing buckets covered in tartan fabric (of course) and there's Alcantara everywhere. Fellow GTI fans, get excited about this one – even if it's just another delicious piece of forbidden fruit. Still, I can't wait to see it live in Frankfurt next week.
