Fallout from Volkswagen's revelation that it engaged in cheating on emissions testing continued Monday, with the company's stock falling more than 15 percent and a Congressional subcommittee announcing an investigation into the German auto giant's conduct. Both the Environmental Protection Agency and California Air Resources Board served Volkswagen with a Notice of Violation on Friday, saying the company intentionally circumvented emissions standards by using "defeat devices." Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

Volkswagen Touareg hybrid axed for 2016

Volkswagen is axing the Touareg hybrid for the 2016 model year. At a starting price of $67,905 (after $910 destination), the 2015 version sat at the top of the Touareg range, but it didn't offer significantly improved fuel economy for the extra money. The hybrid was only three miles per gallon city and one mpg highway better than the base V6. Another hurdle for potential buyers: the entry-level diesel had even better highway mileage and cost over $14,000 less. Earlier this year, Nissan made a similar decision to scrap the Pathfinder hybrid, and the future for the QX60 hybrid is murky. Volkswagen has a few other adjustments in store for the 2016 Touareg. The biggest change is that the whole lineup sees about $2,000 sliced off the price. According to Car and Driver, the adjustment knocks $2,090 off the base price to bring things to $42,705. In addition, the Lux and Executive trims now get standard 14-way power adjustable and ventilated seats, and the two of them are also offered with new, 21-inch wheels. The Executive also now gets power adjustment on the steering column and a suite of safety tech, including adaptive cruise control, forward collision warning, autonomous emergency braking, and lane departure warning. New safety and connected features help distinguish VW's lineup

Volkswagen may have wrested the title of world's largest carmaker away from Toyota this week, but the company still has some work to do in the United States. Despite its worldwide dominance, Volkswagen's American sales have languished. Unlike its red-hot Audi brand, mainstream Volkswagen sales have been afflicted by an assortment of maladies. An aging lineup, a reputation for mechanical gremlins and a lack of a competitive crossover vehicle have all hurt. In the US, the brand's cars claim only two percent of the overall market. As we reported earlier today, Volkswagen took steps this week to upgrade some broader aspects of its weaknesses here. At its Electronics Research Laboratory in Silicon Valley, the company announced it would make several advanced safety features and connectivity options available throughout the bulk of its lineup. Features that have long been available on its premium Audi cars will spread to its more economical offerings. In one big way, they will overstep their premium siblings. Volkswagen said Apple CarPlay, Android Auto (pictured below) and MirrorLink will all be available on a revamped infotainment system. Cars equipped with the new Car-Net-branded systems are arriving in showrooms now. Only last month, Hyundai became the first to offer CarPlay, debuting the smartphone-projection system in its 2015 Sonata. Chevy, Honda, and now Volkswagen, have quickly followed suit. On the safety-minded side, features like adaptive cruise control, forward collision warning, autonomous emergency braking, park steering assist and automatic post-collision braking will be optional equipment on most of the brand's 2016 model-year cars. Previously, the features had only been available on the Touareg SUV. They're now available on most Golf variants, the CC, Jetta, Sportwagen and some Beetles. Though the Passat sedan is one of the company's most competitive cars, it was curiously absent from the announcements, though an update could come later this year. While the advanced safety equipment is a boon for motorists increasingly interested in the technology, Volkswagen also added some basic safety tech that's long been available in mainstream competitors' cars, adding features like blind-spot monitoring and lane-departure warning. One of the big differences consumers might note is the cost of the driver-assistance systems.
