Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

VW delivers first XL1 in Germany

Volkswagen has delivered the first XL1 diesel plug-in hybrid to a customer from Berlin, Germany. Dr. Christian Malorny received his Oryx White XL1 with black and grey interior from Volkswagen Germany's director of sales and marketing for passenger cars, Thomas Zahn, at the company's Transparent Factory in Dresden. The super-efficient XL1, which first debuted at the 2013 Geneva Motor Show, is powered by a 0.8-liter, two-cylinder TDI engine and electric motor, with electricity supplied by a 5.5-kWh lithium-ion battery pack. Power is delivered to the rear wheels via a seven-speed DSG transmission. With a curb weight of 1,753 pounds and a drag coefficient of just 0.189, the XL1 is rated at 261 miles per gallon on the lenient European cycle. It is capable of traveling solely on electric power for up to 31 miles. "The XL1 has inspired me from the beginning and I am very pleased to now be driving my own," said Malorny, (translated). "With its visionary design and high-tech appearance, Volkswagen has dared something new and innovative." The futuristic XL1 seats two passengers, and can carry 4.2 cubic feet of cargo. It features a carbon fiber reinforced plastic body, and a low center of gravity. It is diminutive of stature, as you can see in the photo, measuring 153.1 inches long, 65.6 inches wide, and just 45.4 inches tall. It is being billed as the world's most efficient production car, but it's unlikely Dr. Malorny will be making his money back on fuel savings any time soon; despite the first sale and the vehicles appearing on the German VW site, Volkswagen has not officially announced the price tag for the XL1. eBay Find of the Day: Unrestored Herbie Love Bug movie car

Well before Cars ever hit the screens, The Love Bug series of Disney films – starring Herbie the VW Beetle with a mind of its own – was an early introduction to cars and racing for many budding auto fans. Not the modern remake starring Lindsay Lohan mind you, but the originals from the '60s and '70s. Now, a seller in Texas claims to be offering a chance to own one of the Bugs from the films on eBay Motors. According to the auction, this Beetle didn't appear in the original film but was built for the sequel Herbie Rides Again in 1972 and also appeared in the third installment Herbie Goes to Monte Carlo. This VW was prepared as the blind-drive car for the movies that attached a low-mounted chair in the back and extended controls to let Herbie look like he was driving himself. Although, some of the photos here show the Bug with regular seats fitted, too. This Herbie was reportedly found in a Florida warehouse a few years ago. It was then made operable, while trying to keep it as original as possible. The exterior underwent a slight restoration with input from former Disney special effects staff, according to the seller. The changes added new graphics and rebuilt the blind drive setup. Judging by these pictures, the rest of the interior was left mostly untouched, though. Of course, anyone interested in buying a movie car is going to want proof of its authenticity. The seller claims to have the original California title showing the buyer as Disney in 1972. The Bug also reportedly has a unique rear decklid that mixes early and later parts to help identify it in the film. As of this writing, bidding for Herbie sits at $55,100 with 82 bids and a reserve not yet met. The sale closes on Saturday, December 13.
