Senators want civil, criminal actions against VW

With the Department of Justice just beginning its investigation into Volkswagen's emissions evading diesels, Senators Richard Blumenthal and Amy Klobuchar are pushing for the automaker to be prosecuted to the fullest extent of the law both civilly and criminally. In a letter to Attorney General Loretta Lynch, they press the agency to make its scrutiny "thorough but expeditious." The politicians allege that VW misled people while pumping huge amounts of pollution into the air. The Senators believe that all the information about VW's actions needs to make it to the public eye, and the DOJ must have a strong response to the automaker breaking the law. "Officials at Volkswagen should be granted no get out of jail free card, and the Department should accept no plea agreement with Volkswagen that does not ensure any and all information regarding criminal acts by high level officials is provided to the Department," they write. Senator Blumenthal is no stranger for championing changes in the auto industry as of late. He was an advocate for the General Motors Ignition Switch Compensation Fund and pushed for a similar organization for Takata airbag victims. He has also been a staunch supporter for greater automotive cyber security. Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test. Volkswagen tipped to launch turbocharged Up! with 100 hp

Overseas customers enticed by the compact dimensions of the Volkswagen Up! but turned off by its diminutive 1.0-liter three-cylinder engine may be encouraged by reports that the German automaker is planning a more potent turbo version. Previewed by the GT Up! concept showcased at the 2011 Frankfurt Motor Show (pictured above), the more performance-oriented model is expected to pack the turbo three from the larger Polo, where it produces 100 horsepower channeled through a five-speed manual transmission. That may not seem like much, but it would put the existing 59- and 74-horsepower versions of the German city car to shame. That might not give it enough punch to keep pace with the upcoming Smart Fortwo Brabus (and its Renaultsport Twingo counterpart), tipped to pack as much as 130 hp, but it could stand to out-perform the existing 89-hp turbo models of both. Given that the reports are emanating from Brazil, however, it is possible that the Up! Turbo (or whatever it's ultimately called) would be limited to the South American market, if it's built at all. One thing's for sure, though: it's not likely to make it to North American showrooms anytime soon.
