An inside look at VW's new California R&D center

Less than two months ago, the Volkswagen Group opened a new facility in Oxnard, California (about an hour's drive west of Los Angeles). The $27 million investment, touted as Test Center California (TCC), serves as a research and development lab testing emissions for all brands under Volkswagen's umbrella, including its newest member, Porsche. While still not fully operational, we toured the new 64,000-square-foot building last week and had a first-hand opportunity to see just how much work is involved testing engines and meeting increasingly stringent government emissions standards.
Replacing a similar facility established in 1990 in Westlake Village (about 20-minutes east of the new location), our guide explained how Oxnard was chosen for its temperate climate, varied regional terrain for test drives and low altitude. (The area is only a few feet above sea level - a critical parameter when instrument testing emissions.) The new facility is capable of analyzing hundreds of vehicles, prototypes and customer-owned vehicles, annually.
Most interesting to us was the huge stainless steel climate chamber, with a massive four-wheel dynamometer that allows VW to test running vehicles in both scorching desert and freezing climates without ever leaving the building (an Audi Q7 was running in place during our visit). We were also mesmerized by the countless storage tanks and intricate plumbing of chemicals, stored in both liquid and gas states, needed to perform the variety of tests. Lastly, we took a look at Bugatti's service center on the west coast, located completely within the new center. While there were no supercars on site, the facility is equipped with plenty of spare forged wheels (mounted with expensive Michelin PAX tires) and a Veyron-specific repair jig that allows the vehicle to be completely disassembled, if needed. It is a shame that the facility, which set off all of our automotive geek alerts, is closed to the public.

Most stunning was the speed of it all. On the morning of September 18, Volkswagen AG stood atop the automotive world. It was profitable and sold more cars than Toyota and General Motors, its two main rivals for global supremacy. By nightfall, the company would be embroiled in scandal. Revelations the German auto giant cheated on diesel emissions testing in the United States reverberated from Washington to Wolfsburg, Germany. What started out as a problem with 482,000 VWs and Audis in the US exploded into an international scandal. Millions of vehicles have the rigged software, meaning VW broke environmental rules as its cars spewed pollutants all over the world. The fallout began immediately. Volkswagen CEO Martin Winterkorn – one of the most respected and capable executives in the business – apologized on Sunday and Tuesday. On Wednesday he resigned. As the week progressed, the company's stock took a beating and credit agencies threatened to drop their ratings. VW dealers and owners said they felt betrayed. The automaker hired a law firm that defended BP after the Deepwater Horizon oil spill. The EPA is already extending its testing procedures to look for "defeat devices" like the ones used by Volkswagen. On Friday the company announced a major restructuring. Matthias Muller, Porsche's chief for the last five years, took over as CEO of Volkswagen and is charged with picking up the pieces of a shattered company facing regulatory action and lawsuits. With GM, Toyota, and Takata scandals still fresh, Volkswagen will likely experience unprecedented levels of scrutiny. Additionally, VW's markets in the United States, Canada, and Mexico will be combined into a North American region under the leadership of former Skoda boss Winfried Vahland, though US chief executive Michael Horn will stay on. The company is also realigning its brands by specialty and streamlining its board. Firings, government action, restructurings, and international outrage – things that usually build up over months or years – all occurred in about a week. With dizzying speed, Volkswagen's future has changed dramatically. It all happened, it's still happening, so fast. eBay Find of the Day: Unrestored Herbie Love Bug movie car

Well before Cars ever hit the screens, The Love Bug series of Disney films – starring Herbie the VW Beetle with a mind of its own – was an early introduction to cars and racing for many budding auto fans. Not the modern remake starring Lindsay Lohan mind you, but the originals from the '60s and '70s. Now, a seller in Texas claims to be offering a chance to own one of the Bugs from the films on eBay Motors. According to the auction, this Beetle didn't appear in the original film but was built for the sequel Herbie Rides Again in 1972 and also appeared in the third installment Herbie Goes to Monte Carlo. This VW was prepared as the blind-drive car for the movies that attached a low-mounted chair in the back and extended controls to let Herbie look like he was driving himself. Although, some of the photos here show the Bug with regular seats fitted, too. This Herbie was reportedly found in a Florida warehouse a few years ago. It was then made operable, while trying to keep it as original as possible. The exterior underwent a slight restoration with input from former Disney special effects staff, according to the seller. The changes added new graphics and rebuilt the blind drive setup. Judging by these pictures, the rest of the interior was left mostly untouched, though. Of course, anyone interested in buying a movie car is going to want proof of its authenticity. The seller claims to have the original California title showing the buyer as Disney in 1972. The Bug also reportedly has a unique rear decklid that mixes early and later parts to help identify it in the film. As of this writing, bidding for Herbie sits at $55,100 with 82 bids and a reserve not yet met. The sale closes on Saturday, December 13.
