Recharge Wrap-up: Smart Fortwo engine fires, Tesla finalist for Extole Advocacy and Customer Experience award

NHTSA has launched a preliminary investigation into complaints of Smart Fortwo engine fires. So far, the agency has received eight complaints about the rear engine compartment catching fire in model year 2008 and 2009 Fortwos and quickly engulfing the car. Six of the fires occurred while driving and were preceded by a check engine light. "The safety of our customers is our primary concern, and we are cooperating with NHTSA in its inquiry," says parent company Mercedes-Benz. "We are not aware of any injuries related to this inquiry." Read more from Automotive News. Volkswagen will pay $1.6 billion (US) in Canada as part of a settlement of its diesel emissions scandal. The funds will be used to fix or buy back some 105,000 affected cars, compensate owners between $3,815 and $4,451 above the buyback price, and pay a $11.2 million civil fine. So far, VW has agreed to spend over $18 billion in North America in connection with its diesel emissions cheating, and is expected to settle on a resolution of its 3.0-liter diesel vehicles in the US soon. The award recognizes companies that turn customers into brand advocates through referral programs. In Tesla's current program, customers who buy a car using a referral link get $1,000 off the price of their car, while referring owners are awarded prizes including a signed Powerwall 2 and invitations to unveiling events. Referring owners are also entered into a drawing to win a Model S or Model X. "With a disdain for paid advertising, Tesla Motors is leading the trend of reaching new customers through existing ones," says Extole. The other finalists are Hanna Andersson and Ulta Beauty. Carmakers say they 'can't meet' Euro 6 emissions targets

UPDATE: A previous version of this story listed Euro 6 requirements in kilograms per kilometer. This was incorrect. The correct unit is grams of NOx per kilometer, or g/km. The story has been edited accordingly. Well, the timing of this is not good. In the midst of Volkswagen's emissions cheating scandal, the European Automobile Manufacturers Association (ACEA) is claiming it won't be able to hit the stringent Euro 6 nitrogen oxide standards currently slated for the end of the decade. Currently, European legislators are set to begin requiring tougher emissions standards by 2017. Standards would be ramped up until 2020, when all new cars sold across the pond would be required to emit just 0.080 kilograms of nitrogen oxide per kilometer. That's too tough for automakers, though. Citing an "EU insider," AutoExpress reports that automakers are asking for conformity factors, which is a fancy way of saying they want easier standards. The automakers are requesting a conformity factor of 2.75 from 2017 to 2020, and a factor of 1.7 in 2020. What that means is that by 2020, new diesels would be allowed to emit 1.7 times the 0.080 g/km standard, or 0.136 g/km. While that might not be all that bad, if automakers were granted the 2.75 conformity factor, new diesels from 2017 wouldn't even be eligible for today's Euro 5 classification, AE claims. Far and away the most astonishing thing here though, is the way the ACEA is viewing the VW diesel scandal. According to AE, the EU insider said automakers across the pond think there's "a US conspiracy against European diesels." Yep. Volkswagen installed software on millions of vehicles to cheat emissions tests and it's somehow an American conspiracy. That makes loads of sense. To put it simply, automakers don't think their diesels will be able to hit European standards, so they're asking for a break. Whether European legislators go along with it remains to be seen. VW builds 250,000th Passat in Chattanooga in just two years

It hasn't been without incident or union organizing drive, but the Volkswagen plant in Chattanooga, TN has built its 250,000 Passat in just a little over two years. The Night Blue Passat TDI with black leather has come just two years and five weeks after the first customer car came off the line on April 18, 2011.
In the last year the plant operated at the 150,000-unit capacity that it was intended for, but the downturn in Passat sales and subsequent worker layoffs mean it will be a challenge to repeat the feat. The plant does have the world's largest solar park, though, and you can't take that away from them.
