Carmakers say they 'can't meet' Euro 6 emissions targets

UPDATE: A previous version of this story listed Euro 6 requirements in kilograms per kilometer. This was incorrect. The correct unit is grams of NOx per kilometer, or g/km. The story has been edited accordingly. Well, the timing of this is not good. In the midst of Volkswagen's emissions cheating scandal, the European Automobile Manufacturers Association (ACEA) is claiming it won't be able to hit the stringent Euro 6 nitrogen oxide standards currently slated for the end of the decade. Currently, European legislators are set to begin requiring tougher emissions standards by 2017. Standards would be ramped up until 2020, when all new cars sold across the pond would be required to emit just 0.080 kilograms of nitrogen oxide per kilometer. That's too tough for automakers, though. Citing an "EU insider," AutoExpress reports that automakers are asking for conformity factors, which is a fancy way of saying they want easier standards. The automakers are requesting a conformity factor of 2.75 from 2017 to 2020, and a factor of 1.7 in 2020. What that means is that by 2020, new diesels would be allowed to emit 1.7 times the 0.080 g/km standard, or 0.136 g/km. While that might not be all that bad, if automakers were granted the 2.75 conformity factor, new diesels from 2017 wouldn't even be eligible for today's Euro 5 classification, AE claims. Far and away the most astonishing thing here though, is the way the ACEA is viewing the VW diesel scandal. According to AE, the EU insider said automakers across the pond think there's "a US conspiracy against European diesels." Yep. Volkswagen installed software on millions of vehicles to cheat emissions tests and it's somehow an American conspiracy. That makes loads of sense. To put it simply, automakers don't think their diesels will be able to hit European standards, so they're asking for a break. Whether European legislators go along with it remains to be seen. VW planning 20 new plug-in models for China

With just about everything getting super-sized for China, Volkswagen is following suit with its plug-in vehicle plans for the world's most populous country. VW, Europe's largest carmaker, is looking to sell more than 20 different plug-in models in China within the next four years, Reuters says, citing comments Volkswagen Group China head Jochem Heizmann made in Shanghai. The company is hoping that translates to sales of more than 100,000 plug-ins in China by the end of the decade. Go big or go home, right? There's a huge plug-in vehicle opportunity in China, especially given the bad pollution situation in cities like Beijing and Shanghai and the Chinese government's incentives for plug-in vehicle buyers. Volkswagen CEO Martin Winterkorn said at the Beijing Motor Show this spring that the company would spend $25 billion on at least a half-dozen plug-in models for China by 2018. VW will start selling the e-Golf in China this year and the Golf GTE plug-in hybrid in 2015. VW said in August that it would start selling the e-Golf in the US for about $35,500 in November. That's a $6,500 price hike from the base Nissan Leaf.

Daimler says straight up it doesn't cheat on emissions tests

Distancing itself from VW and its diesel emissions scandal, Daimler has put out a statement saying that it has never installed devices on their vehicles that would artificially reduce emissions during a testing process. The company added that it "actively" supports European regulators' efforts to improve emissions-testing methods to better measure emissions during "real" driving conditions. BMW put out a similar statement last week, saying that its diesels are programmed to be tested properly. While Mercedes-Benz diesels were a fixture on US roads in past decades, the company's diesel sales are now concentrated overseas. "We categorically deny the accusation of manipulating emission tests regarding our vehicles," Daimler said in Friday's statement. "A defeat device, a function which illegitimately reduces emissions during testing, has never been and will never be used at Daimler." There's a reason for that sort of straightforward statement. Namely, heads continue to roll at VW after the automaker admitted it manipulated software in its diesel vehicles to pass US emissions testing. VW followed up by saying that as may as 11 million vehicles worldwide may contain that software and has set aside $7.3 billion to address the issue. VW CEO Martin Winterkorn stepped down as well. In light of the written request by the DUH, which was sent to us this morning with a deadline to respond by 3:00 pm (CET), and the seven questions they posed, we can confirm that none of the allegations apply to our vehicles. The technical programming of our engines adheres to all legal requirements. We have no knowledge of measurements that indicate our vehicles did not meet legally required standards.
