VW delivers first XL1 in Germany

Volkswagen has delivered the first XL1 diesel plug-in hybrid to a customer from Berlin, Germany. Dr. Christian Malorny received his Oryx White XL1 with black and grey interior from Volkswagen Germany's director of sales and marketing for passenger cars, Thomas Zahn, at the company's Transparent Factory in Dresden. The super-efficient XL1, which first debuted at the 2013 Geneva Motor Show, is powered by a 0.8-liter, two-cylinder TDI engine and electric motor, with electricity supplied by a 5.5-kWh lithium-ion battery pack. Power is delivered to the rear wheels via a seven-speed DSG transmission. With a curb weight of 1,753 pounds and a drag coefficient of just 0.189, the XL1 is rated at 261 miles per gallon on the lenient European cycle. It is capable of traveling solely on electric power for up to 31 miles. "The XL1 has inspired me from the beginning and I am very pleased to now be driving my own," said Malorny, (translated). "With its visionary design and high-tech appearance, Volkswagen has dared something new and innovative." The futuristic XL1 seats two passengers, and can carry 4.2 cubic feet of cargo. It features a carbon fiber reinforced plastic body, and a low center of gravity. It is diminutive of stature, as you can see in the photo, measuring 153.1 inches long, 65.6 inches wide, and just 45.4 inches tall. It is being billed as the world's most efficient production car, but it's unlikely Dr. Malorny will be making his money back on fuel savings any time soon; despite the first sale and the vehicles appearing on the German VW site, Volkswagen has not officially announced the price tag for the XL1. Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.

New European charging network will offer speeds up to 350 kW

It's about to get easier to fast-charge your electric vehicle across Europe thanks to four major automakers working together in a new joint venture. BMW, Daimler (Mercedes-Benz), Ford, and the VW Group (Audi and Porsche) have all signed a Memorandum of Understanding to install about 400 DC fast charging sites in Europe. As you may know, there are different types of fast chargers, but the ones that this group is talking about installing will be able to charge an EV in much less time than other stations. That's because these chargers will offer power levels of "up to 350 kW." Compare that to what's generally considered the current gold standard, the Tesla Superchargers, which have rates of up to 145 kW and a statement not that long ago from a Ford exec that suggested that 150 kW chargers would be the new normal. Of course, the Tesla chargers use the company's proprietary connector and the new network the JV is setting up will use the CCS standard. The first new stations will go up in 2017 and those 400 sites are just the beginning. A joint statement by the JV says that EV drivers will "have access to thousands of high-powered charging points" by 2020 along highways and main roads. "The charging experience is expected to evolve to be as convenient as refueling at conventional gas stations," the companies said. While not every electric vehicle will be able to take advantage of the 350 kW charging rate, the companies involved would be silly to build the infrastructure without vehicles that can handle that kind of energy flow.
