Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. Examples include optimizing shut-down schedules, reducing solvent emissions, energy recovery programs, and recycling paper, plastic, and water. Read more at Green Car Congress. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. 2015 Volkswagen Touareg [w/video]

The second-generation Volkswagen Touareg has been in production since 2010, and is therefore staring down the last part of its model cycle. To keep buyers interested, the company has undertaken a refresh of its upscale midsize SUV. As is typical of these things, the changes include some exterior and interior rejuvenation, as well as increased content levels and a slight uptick in price. The basics of the styling changes are pretty straightforward. The 2015 Touareg can be pretty easily spotted versus the outgoing model by way of its four-bar chrome grille, a cleaner headlight design, bigger VW badge and a completely new lower front clip. (I got one photo of the old and new models side-by-side for my Twitter followers before we rolled out on the drive.) There's also a thin strip of chrome that runs around the bodywork, standard LED taillights and a selection of three new wheel styles and five new paint colors. Inside, I found it harder to spot the changes, old to new. The Touareg's switchgear has been updated and there's a new frame for the infotainment display, but there's no piece that stands out and says "new model year!" Powertrains and mechanical bits all carryover from the 2014 Touareg, too. But there were a few functional changes to the vehicle, primarily in the new Driver's Assistance Package, for me to take note of as I took a lap of my favorite Ann Arbor, MI driving route. Drive Notes Let me start with the newest news then, the Driver Assistance pack. Volkswagen will sell you this suite of safety gear on either the mid-level Lux or the top-end Executive trims, for $2,500. The package included adaptive cruse cruise control, "Front Assist" for emergency braking situations, lane-keep assist and blind spot monitoring. If the contents of that package don't strike you as revolutionary, you're not alone. Some or all of the technologies that are new to the Touareg have been around other showrooms – and other VW family products – for quite a while. Still, they're nice to have as options. All of the driver assistance features that I was able to test worked as advertised, too. The adaptive cruise uses cameras, radar and ultrasonic sensors, so it isn't likely to be impacted by inclement weather, which is nice. I also appreciate that the lane-keep assist (which offers the driver a haptic buzz to the steering wheel when straying out of the lane) can be turned off, or turned down in terms of intensity and reaction time.

VW fix would have cost $335 per vehicle

Since the Volkswagen diesel kerfuffle began, Bosch, the world's largest auto supplier, has been hooked up to a bullhorn trying to make sure everyone knows its side of the story. Bosch supplied VW with the engine management testing software, including delivery and metering modules, that VW then used to skirt emissions laws in the US. Bosch told VW in 2007 that it was illegal to use the software in cars it planned to sell yet VW did it anyway, according to reports coming out in German newspapers Bild am Sonntag and Frankfurter Allgemeine Zeitung. That first warning came two years after VW started developing the small-displacement diesel, around the time that the two men pushing its development, then-brand chief Wolfgang Bernhard and engineer Rudolf Krebs, were telling their superiors that the engine needed AdBlue urea injection to pass US emissions. VW cost controllers wouldn't approve the AdBlue solution because it would add 300 euros ($335 US) to the cost of the vehicle. Bernhard and Krebs left the same year that Bosch advised VW about the software, two years before the engine went into production. That's when things get cloudy. A report in Automotive News says that when Martin Winterkorn took over in 2007 as head of the VW Group and brand, he asked Ulrich Hackenberg and Wolfgang Hatz to keep working on the engine, and "[the] engine then ended up in VW Group diesels" with that problematic software still intact. No one has yet pointed any fingers at this latter chain of command, but like a game of Clue, right now they're the professors in the library holding the candlesticks. Warnings didn't only come from the supplier: Frankfurter says VW's initial investigation has found that an engineer issued the same caution to the company in 2011. Neither Bosch nor VW would comment on the reports.
