Fallout from Volkswagen's revelation that it engaged in cheating on emissions testing continued Monday, with the company's stock falling more than 15 percent and a Congressional subcommittee announcing an investigation into the German auto giant's conduct. Both the Environmental Protection Agency and California Air Resources Board served Volkswagen with a Notice of Violation on Friday, saying the company intentionally circumvented emissions standards by using "defeat devices." Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

Volkswagen Motorsport cranks out Golf touring car

Just when you thought Volkswagen had done all the hot Golfs we could handle, its motorsports division has come out with an even hotter one. This racing version is built to compete in the Touringcar Racer International Series (TCR) across Europe and Asia, and certainly looks the part. Based on the production Golf hatchback we all know, the TCR competition version promises to be to circuit-based touring car racing what the Polo R WRC is to the rally stage. And that little pocket rocket has been positively dominating the World Rally Championship. Developed in conjunction with Seat's racing department and Liqui Moly Team Engstler, the Golf touring car packs the 2.0-liter turbo four from the Golf R. Only instead of 292 horsepower and 280 pound-feet of torque in the production version, it's been tuned to channel 330 hp and 302 lb-ft to the front wheels (instead of all four) through a six-speed dual-clutch transmission. It rides on 18-inch alloys fitted to a track widened by nearly a foot and a half, along with a competition-spec aero kit to keep it glued to the tarmac and a stripped-out cockpit. Though the 2015 TCR series is already under way, a pair of these racing Golfs will be entered in the upcoming round at the Red Bull Ring in Austria, before the series heads off to Singapore (in support of the F1 grand prix there) and Thailand ahead of the final round in Macau. If everything goes well, customer teams will be able to pick these up and enter them in next year's championship. Daimler says straight up it doesn't cheat on emissions tests

Distancing itself from VW and its diesel emissions scandal, Daimler has put out a statement saying that it has never installed devices on their vehicles that would artificially reduce emissions during a testing process. The company added that it "actively" supports European regulators' efforts to improve emissions-testing methods to better measure emissions during "real" driving conditions. BMW put out a similar statement last week, saying that its diesels are programmed to be tested properly. While Mercedes-Benz diesels were a fixture on US roads in past decades, the company's diesel sales are now concentrated overseas. "We categorically deny the accusation of manipulating emission tests regarding our vehicles," Daimler said in Friday's statement. "A defeat device, a function which illegitimately reduces emissions during testing, has never been and will never be used at Daimler." There's a reason for that sort of straightforward statement. Namely, heads continue to roll at VW after the automaker admitted it manipulated software in its diesel vehicles to pass US emissions testing. VW followed up by saying that as may as 11 million vehicles worldwide may contain that software and has set aside $7.3 billion to address the issue. VW CEO Martin Winterkorn stepped down as well. The technical programming of our engines adheres to all legal requirements. We have no knowledge of measurements that indicate our vehicles did not meet legally required standards.
