Updated J.D. Power APEAL study shines on VW Group, Chevy

J.D. Power has just revealed the results of its 2013 APEAL Study, which looks at which brands have the most appealing cars based on sales figures, dealer inventory, brand loyalty, transaction and trade-in prices. The study was revamped for 2013, and places a larger focus on the new tech and infotainment options available to customers. All told, study participants gauged their vehicles on 77 different attributes, delivering a score out of a 1,000 points.
The Volkswagen Group had the greatest success of any corporation, topping the APEAL rankings with the Audi Allroad, Porsche Boxster, Porsche Cayenne, VW GTI and Passat. Chevrolet had the highest number of awards for a single brand, though, with the Avalanche, Sonic and Volt all taking home a prize.
The best brand overall was Porsche, which scored 884 out of a possible 1,000 points. The top Japanese brand was Lexus with a score of 847, while the top American brand was Cadillac, at 841. The best mainstream brand was Ram, which received a very respectable 817. The industry average for this year's study was 795, with 16 brands, all of which were mainstream, falling below the average.

Senators want civil, criminal actions against VW

With the Department of Justice just beginning its investigation into Volkswagen's emissions evading diesels, Senators Richard Blumenthal and Amy Klobuchar are pushing for the automaker to be prosecuted to the fullest extent of the law both civilly and criminally. In a letter to Attorney General Loretta Lynch, they press the agency to make its scrutiny "thorough but expeditious." The politicians allege that VW misled people while pumping huge amounts of pollution into the air. The Senators believe that all the information about VW's actions needs to make it to the public eye, and the DOJ must have a strong response to the automaker breaking the law. "Officials at Volkswagen should be granted no get out of jail free card, and the Department should accept no plea agreement with Volkswagen that does not ensure any and all information regarding criminal acts by high level officials is provided to the Department," they write. Senator Blumenthal is no stranger for championing changes in the auto industry as of late. He was an advocate for the General Motors Ignition Switch Compensation Fund and pushed for a similar organization for Takata airbag victims. He has also been a staunch supporter for greater automotive cyber security. Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson.
