Russian auto boomtown grinds to halt over Ukraine sanctions

Thousands of auto workers have been furloughed and food prices are soaring as Western sanctions pummel the small Russian city of Kaluga and its flagship foreign carmakers, with more sanctions likely to come. The Kaluga region, 190 kilometers (120 miles) southwest of Moscow, says it has attracted more than 1.3 trillion roubles ($15 billion) in investment, mostly foreign, since 2006. But Western sanctions imposed in recent weeks after Russia sent tens of thousands of troops into Ukraine have exacerbated lingering component shortages and halted production at two flagship car plants, Germany's Volkswagen and Sweden's Volvo. A third, the PSMA Rus plant that is a joint venture between Stellantis and Mitsubishi and employs 2,000, may halt production soon due to a lack of parts, Stellantis' chief executive said last Thursday. "It is not clear what will happen. They don't give us any concrete information," said Pavel Terpugov, a welder at the PSMA Rus plant. Terpugov said he needs twice as much money to buy groceries than before the sanctions. Analysts have forecast Russian inflation could soar to 24% this year, while the economy may shrink to 2009 levels. The United States and Europe are weighing more sanctions against Russia after Ukraine accused Russian forces of civilian killings in northern Ukraine, where a mass grave was found in Bucha, outside Kyiv. Russia calls its actions in Ukraine a "special operation" and the Kremlin categorically denied any accusations related to the murder of civilians, including in Bucha. One source of hope for some in Kaluga, with its 325,000 residents, is the West may be reluctant to hurt its own companies. "Does it make sense to impose sanctions on its own plant and lose money?" said Valery Uglov, an auto mechanic at the Volkswagen plant. "Does it make sense to lose the Russian market?" "We hope to return to work as soon as possible and everyone will have confidence in the future again," Uglov said. Volkswagen, whose factory employs 4,200 people, in early March suspended operations. A spokeswoman said production remained frozen. Volvo Group, which employs over 600 people to build trucks, also suspended production. Even before the sanctions, Russian car sales had contracted from 2.8 million units from when the Volkswagen factory opened in 2007 to 1.67 million units last year, damaged by both sanctions after the 2014 annexation of Crimea and the COVID-19 pandemic.

Canada expands cooperation with EPA over VW scandal

It doesn't take much more than a stiff breeze to send some US pollution northward across the 49th parallel. Perhaps that's why the Canadian government says it is standing strong with the US in its continuing investigation of Volkswagen and the allegations and self-reporting that the automaker installed software to try to game emissions regulations. In fact, the Canadian government is going to do its own slate of on-road testing to see how VW diesel engines perform in real-world conditions. Last year, about 1.8 million new light-duty vehicles were sold in Canada, which is about equal to how many were sold in Maryland. That compares to about 17 million new-vehicle sales for the US. But every bit counts when it comes to an increase in potentially harmful emissions, and the Canadian government says it wants to make sure VW's diesel engines are being properly monitored, whether they're sold in Detroit, MI, or across the river in Windsor, Ontario. And that means following up – together – on allegations that Europe's biggest automaker is using so-called "defeat devices" in what it has long called its "clean diesel" engines. The automotive industry continues to be roiled by the VW scandal, in which the automaker said that as many as 11 million of its vehicles may contain software programmed to manipulate emissions-testing procedures. Volkswagen has set aside $7.3 billion to deal with the scandal, while VW CEO Martin Winterkorn was forced to step down after the issue became public. Recharge Wrap-up: Arcimoto SRK video, BAIC EV at CES

Kelley Blue Book took a spin in the Arcimoto SRK three-wheeled EV at CES in Las Vegas. In the video above, KBB Managing Editor Micah Muzio gets behind the handlebars for a spin around an empty parking lot. He notes a gradual throttle tip-in, though from the video, it appears the trike has a bit of pep. While the hydraulic brake pedal requires a bit of extra effort, the regenerative brake lever located on the right handlebar is effective and easy to use. The steering is a little heavy, but manageable, at low speeds. He calls it "kind of a fun little conveyance," adding, "Maybe this is the future." See the full review in the video above. CARB Chairman Mary Nichols spoke with German television about Volkswagen's emissions scandal. In a photo she posted on Twitter, Nichols can be seen in front of cameras with CARB's test bay in the background. In the bay is a Volkswagen Jetta TDI. She says in her tweet, "Discussing VW cheating case w/German TV in front of ARB lab test bay & '07 diesel Jetta. Time to move on to #EVs!" Late last year, a group of environmentalists and Silicon Valley leaders – Elon Musk included – sent Nichols an open letter suggesting CARB help urge Volkswagen to give up on diesels and focus on electric vehicles. See Nichols's post on Twitter. South Korea's most popular EV is the Renault Samsung Motors (RSM) SM3 ZE (also known as the Renault Fluence ZE). The all-electric vehicle has sold 1,767 units since its arrival in Korea since November 2013, with 2015 sales reaching 1,043 units. This makes one in three EVs in Korea a RSM SM3 ZE. The car has been selected as Korea's official government vehicle, and RSM has supplied over 100 EV taxis, 60 of which are in Seoul. Read more in the press release from Renault. BAIC EV announced it has established an R&D center in Detroit at CES. It will work with its other centers in Silicon Valley and Aachen, Germany in order to develop automotive technology and evaluate global demand. The EV branch of the Chinese automaker also debuted its i-Link information system, which uses 4G to connect car telematics to the cloud.
