Recharge Wrap-up: Toyota Prius, V earn IIHS awards, Mitsubishi Outlander PHEV approved for V2H

The Toyota Prius and Prius V have earned IIHS 2015 Top Safety Pick+ ratings. The Prius V was singled out for its improved performance in the small overlap crash test. Lexus CT models built after September 2014 were also given the distinguished safety rating. In all, eight vehicles from Toyota and Lexus earned Top Safety Pick+ awards, while four more from Toyota and Scion were named Top Safety Picks. Read more in the press release below. The Mitsubishi Outlander PHEV can now provide power to the home in Japan. The vehicle-to-home capability requires the CHAdeMO quick charging socket and either Mitsubishi's own Smart V2H system, or the EVPower Station or Tsubaki eLINK system. The Outlander PHEV gained vehicle-to-home approval alongside all-electric vehicles because its electric motor doesn't run when used in for this purpose. The system allows owners to power their homes during outages and emergencies, and the Outlander PHEV can also directly power appliances with its 1500W AC100V power feeder. Read more at Green Car Congress. The Electric Vehicle Institute has published an updated "Plug-In Around the EV World" poster. The poster depicts the various connector types used by EVs. It shows the standard AC connectors for the US and Europe, DC and combination connectors for fast charging and, of course, Tesla's own charging connector for the Model S. How Charlotte lost to Plano without even knowing it was dealing with Toyota

With Toyota set to relocate its North American headquarters to the Dallas, TX suburb of Plano following a top-secret, 100-city search, the cities that missed out can now begin asking themselves what happened during a process they apparently knew little about.
That's a particularly brutal task for Charlotte, which, according to North Carolina's Secretary of Commerce, Sharon Decker, finished second to Plano. While Toyota has been fairly open about what it was looking for in a new headquarters city - direct flights to Japan, proximity to its US production facilities, a lower cost of living, high-quality educational facilities and finding a neutral site suitable to the California, Kentucky and New York-based employees that would be relocated - it's been less open about how the finalist cities, which also included Atlanta and Denver, stacked up against each other.
The Charlotte Observer has a few ideas. Part of the problem is the distinct lack of direct flights between Charlotte and Asia. US Airways, which operates a hub at Charlotte/Douglas International Airport, doesn't fly to Asia.

Former NHTSA chief may lead automaker-backed Takata investigation

An automaker-led effort may see the former head of the National Highway Traffic Safety Administration take on the probe into the Takata airbag inflator disaster. A coalition of at least ten automakers is in talks with former NHTSA administrator David Kelly, with unnamed sources familiar with the discussions telling The Wall Street Journal he is "among those we are considering to coordinate" the investigation.The Detroit News, meanwhile, is reporting he could be hired "in the coming days." Takata, the Japanese seatbelt and airbag manufacturer, has been the center of a defect scandal since last year. Takata is under fire for air bag inflators that can explode, shooting out metal and plastic pieces. At least five deaths and dozens of injuries have been linked to the problem worldwide. Earlier this year, Honda Motor Co., the automaker with the biggest exposure to the defective Takata air bags, was fined $70 million in the U.S. for not reporting to regulators some 1,729 complaints that its vehicles caused deaths and injuries, and for not reporting warranty claims. It was the largest civil penalty levied against an automaker. Should he take the role, Kelly would be at the fore of an investigation being assembled by an alliance of ten automakers, which includes the Detroit Three and Honda. Toyota first suggested a joint investigation back in December, The Journal reports. Kelly's goals, meanwhile, will be many. The Detroit News reports that questions abound regarding not only the recalled airbag inflators and the conditions that cause them to fail, but the whether the replacement units will have similar problems in the future. The automaker committee is far from the only one analyzing the airbag issue. Takata has assembled its own panel, led by former Secretary of Transportation Samuel Skinner, while NHTSA's deputy administrator, David Friedman, has brought in an outside engineering firm to investigate the inflators, The Detroit News reports. Separately, on Friday Takata Corp., the Japanese seatbelt and air-bag maker at the center of a defect scandal, is expecting more red ink for the fiscal year through March. It is projecting a 31 billion yen ($264 million) loss, worse than the previous forecast for a 25 billion yen ($214 million) loss, despite higher sales expected for the fiscal year. Ten automakers have recalled about 12 million vehicles in the U.S. and about 19 million globally for problems with the air bags.
