Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. New autonomous testing ground in Michigan will help battle bad weather

If one of the big weaknesses of autonomous vehicles is their ability to navigate in the snow, consider this a trial by fire. The American Center for Mobility says it has opened its $110 million driverless car testing facility on the site of a former General Motors assembly plant in Michigan, with Toyota and auto supplier Visteon the first to begin testing this week. The ACM proving ground is a 500-acre site at historic Willow Run in Ypsilanti Township, near Ann Arbor. It's one of 10 sites designated by the U.S. Department of Transportation as pilot proving ground sites to test AV technologies. It features a variety of simulated environments to test driverless cars, including a 2.5-mile highway loop, two double overpasses, intersections, roundabouts and a 700-foot curved tunnel. It also opens just as the region experiences a series of snowstorms and the first frigid temperatures of the season. That ability to test autonomous vehicles in a wide variety of weather conditions is important, as autonomous vehicle sensors have struggled to handle cold, wet and snowy conditions. Google parent Alphabet in October said its Waymo division was expanding its winter testing operations to Michigan, making it the sixth state where it's testing its driverless car systems. In a Medium blog post, Waymo CEO John Krafcik wrote that "This type of testing will give us the opportunity to assess the way our sensors perform in wet, cold conditions. And it will also build on the advanced driving skills we've developed over the last eight years by teaching our cars how to handle things like skidding on icy, unplowed roads." Waymo also opened a development center in suburban Detroit in 2016, working with Fiat Chrysler to integrate its autonomous technology into Chrysler Pacifica hybrid minivans. Visteon began testing and validating its DriveCore autonomous driving platform to evaluate algorithms, vehicle-to-vehicle and vehicle-to-infrastructure technology and other systems. Toyota used the facility Wednesday to begin orientation and driver training. ACM has so far secured $110 million to construct the first two phases from founders Ford, Hyundai America Technical Center, Toyota and Visteon, and says it expects to announce more investment soon.

2017 Toyota 86: The car so nice it's been rebadged twice

When the dust settles and the Scion brand is no more, the car we currently know as the Scion FR-S will be rebadged. Again. If you remember the excitement that surrounded the Toyobaru/Subota rear-drive sports coupes' introduction, you'll recall that Scion's Subaru BRZ twin landed in here as the FR-S. That car, along with the new iA and iM, will get a stay of execution next year when the brand bids adieu. We know it will wear a Toyota badge in dealers from then on, and there's a good chance it will get the 86 badge European models wear. Toyota's version of the car goes by several different names depending on the market. It's only a Scion in North America, while it's sold as the Toyota 86 (in Asia, Australia, New Zealand, South America, and South Africa), Toyota GT86 (in Europe and New Zealand again), and Toyota FT86 (in Nicaragua and Jamaica). The 86 part of the name is a nod to the rear-drive AE86 Corollas of the 1980s. That's a history lesson Toyota likely won't have to teach its core demographic. Then again, this car's core demographic probably already bought one. There's also a possibility that this car will get yet another name combination: Toyota FR-S. For the sake of simplicity, let's hope not. View 7 Photos So yes, the rebadged 86 will be re-rebadged back to a Toyota. Functionally this means almost nothing. Buyers who were ordering badge-swap kits from overseas will save some money. Some enthusiast forums might need to change their names. And people visiting from Japan or Europe will feel a little more at home when they see a rear-drive Toyota sports car on the street.
