Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. A new Toyota MR2? We want to believe

In the wake of a busy Geneva auto show, the rumor mill is churning, and the latest grist involves one of the most beloved Toyota sports cars of all time. EVO reports that Tetsuya Tada, the chief of the Scion FR-S/Toyota 86 project and a hard-liner about sportscar priorities (light and nimble, but with modest horsepower), wants a third vehicle for Toyota's nascent sporty lineup. Currently, we know there's a Supra-like vehicle in the works, being co-developed with BMW, and the 86 is sticking around. Tada said he'd like a third sportscar to compliment the two we know about, and that he wants it soon. A quick bit of history: Toyota's classic sporty lineup had three components. The most visible was the Supra, whose power and prestige grew as the car evolved from a cushy personal tourer to a high-horsepower, high-technology icon. The Celica was its Clark Kent, more mild mannered but also more accessible and affordable. The third was the MR2, a mid-engined go-kart that lasted for three distinct generations. Each had its charms, and all have their fans. When Tada says that he wants three sportscars in the lineup, we already know about the Supra successor, and the 86 is already filling the Celica's role, so the blank is easy to fill. It doesn't sound like Tada spoke the word "MR2" to EVO, or hinted that the car would be mid-engined, but Tada doesn't seem to say anything without purpose. Whatever the layout, this third car – if it comes to fruition – will probably play a role similar to the MR2 in relation to its stablemates. To translate: it'll likely be even lighter and more nimble, and probably less powerful, than the 86. The closest real-world analogue to the pure MR2 ideal is the Honda S660, a mid-engined Kei roadster that's on sale in Japan right now. It's light, small, and powered by a 0.66-liter inline-three. Toyota could decide to directly compete with the S660, borrow an engine from its small-car specialist subsidiary Daihatsu, and produce a mid-engined MR2. Another possibility, even simpler from Toyota's perspective, would be to adapt the existing Daihatsu Copen roadster. Sure, it's front-engine and front-wheel drive, but it's a small, light roadster. And even better, it sells abroad with a larger 1.3-liter engine. Restyle it slightly, perhaps to resemble the S-FR concept of a couple years ago, and it's an off-the-shelf solution. The S-FR itself is a third possibility.

Over the last three days, the Goodwood Estate has played home to the eponymous Festival of Speed. Thrown by the biggest gearhead in the British aristocracy – Charles Gordon-Lennox, the Earl of March and Kinrara – the Festival of Speed is essentially a tremendous, gasoline-fuelled party, complete with a very large lawn sculpture, that features the world's hottest, weirdest, fastest, and loudest race, production, and historic models. While there are quite literally dozens and dozens of videos from the event – not to mention the full-day replays (of which only day one is available, at present) – we've sifted through them to pluck away the very best. There's stuff from the official Goodwood YouTube channel, as well as several videos from automakers and other third-party channels, and it's all available below. 2015 Ford Mustang GT350R Looks Barely Controllable If you thought the highest-performance Ford Mustang would somehow get more tractable or civilized once it moved to an independent rear suspension, this video shows you have nothing to worry about. Watch as an unnamed driver wrestles the new Shelby GT350R and its flat-plane, 5.2-liter V8 up the hillclimb circuit. Even with the new suspension and sticky tires, this Mustang wants to go any direction but straight, especially following its launch. 2016 Ford Focus RS, Is Very Loud, Blue Ken Block makes his first appearance on our list. Before he steps into his Hoonicorn Mustang, though, the Gymkhana expert tackled the hill in the all-new Focus RS. The vicious bellow of the 2.3-liter, turbocharged four-cylinder is the star of this commentary-free video, although the gorgeous Nitrous Blue paint job is a nice accompaniment, as well. 1965 Ford Mustang Hoonicorn Runs Hill, Nearly Kills Lord March Mr. Block's two runs behind the wheel of the Hoonicorn were, unsurprisingly, very eventful. While one attempt goes off without a hitch, seeing the American rally driver slip and slide his way to the top of the hill while taking a short break for a donut, the other is slightly more dramatic. Block, along with Lord March in the passenger seat, carries a bit too aggressive an angle into a turn and nearly puts the NASCAR-powered Mustang into the hay bales.
