Toyota asking NHTSA for fuel cell car safety exemption regarding electric shocks

Toyota is requesting an exemption from federal safety regulations that govern electric cars as it prepares to launch a small-scale hydrogen fuel-cell vehicle fleet.
The Japanese automaker is targeting Federal Motor Vehicle Safety Standard 305, which covers the packaging of high-voltage parts in electric cars. According to Uncle Sam, these systems need to be isolated so that passengers and first responders aren't electrocuted in the event of a crash. That seems pretty smart, but it's become a problem for Toyota's upcoming production fuel cell vehicle, as the mechanism that prevents electric shocks in low-speed crashes will apparently simply keep Toyota's car from even functioning.
Instead of the federally approved system, Bloomberg reports that Toyota plans to insulate the high-voltage wires and cables in the car, along with shielding electrical components like the fuel cells, electric motor and batteries with (presumably non-conductive) metal barriers.

Toyota Motorsport GmbH has dabbled in just about every form of motorsport you could think of. The Japanese automaker's European racing division has made its mark in Formula One, Le Mans, rally, hillclimbing... it's even made some road-going prototypes. And Xcar managed to gain access to its inner sanctum. As a result of all its various racing activities, the German facility has an enviable collection of racing machinery, housed in a hall underneath one of its wind tunnels. We couldn't even begin to wrap our heads around the sheer amount of money that's been poured into all these racers and prototypes, or how much they'd be worth on the open market today if Toyota ever had to liquidate its unsurpassed collection. Construction of Lexus' first US assembly line underway

The ES is Lexus' top-selling sedan, but the Japanese luxury marque has never manufactured it outside of Japan. In fact, Lexus has never made any cars in the United States, one of its largest markets worldwide. But that's about to change.
Yesterday, construction began in Georgetown, Kentucky, on the first Lexus assembly line in America, the first concrete (or steel) step in a $360-million expansion of Toyota's plant in the Bluegrass state that will create 750 new jobs. The expansion was announced last April by chief executive Akio Toyoda at the New York Auto Show.
Once the new assembly line gets online in the fall of next year, Toyota plans on building some 50,000 units of the ES each year. Lexus sold a record 72,581 examples of the ES in the United States last year - 30 percent more than the previous year - so Lexus will either have to import some more from overseas or leave some buyers disappointed.
