Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Toyota plotting WRC-inspired Yaris hot hatch

The emergence of the new Honda Civic Type R goes to show that the Japanese can make hot hatches every bit as good as the Europeans. But though it's been a while since Toyota had a serious contender in the game, word has it that it's about to jump back in. The impetus for Toyota's (re-)entry into the hot hatch segment is its impending return to the World Rally Championship. The company announced just a couple of months ago its intention to run a Yaris-based (or at least -styled) rally machine in the WRC by 2017, and now the latest reports indicate a road-going version won't be too far behind. Though the competition-spec model is expected to pack a 1.6-liter turbo four built by Toyota Motorsport GmbH specifically to comply with FIA regulations, the street-legal Yaris hot hatch is tipped to carry the 2.0-liter turbo four from the Lexus NX 200t. Though the jury's still out, it'd likely stick with front-drive instead of a more complex all-wheel drive system, but with a six-speed manual and a limited slip differential, it has all the potential to be a real firecracker. Only a limited number will likely be offered, ostensibly to meet FIA homologation requirement – in the same vein as the Citroen DS3 Racing or the Volkswagen Polo WRC Street – and likely to carry a similarly premium price tag in the neighborhood of 34,000 euros. We'd be pleasantly surprised if any of them were to make it to North American showrooms, though.

No diesels in the running for 2016 Green Car Of The Year

It's a new era for the Green Car Of The Year. In the past, the theme of the award was to take a broad look at alternative powertrains and pick the best among them. "Clean diesels" from the Volkswagen group were often among the finalists and won the award twice. For the 2016 edition - which will be handed out at the LA Auto Show next month - not a single diesel made the list. There's little wonder why. Green Car Journal, which names the winner with a panel of experts, had to strip two VW brand vehicles of their past wins. The 2009 VW Jetta TDI, which won in 2008, and the 2010 Audi A3 TDI, which won in 2010, have both lost their titles now that the world knows about the "defeat devices" that VW installed in many of its TDI vehicles around the world. So, what does that leave us with for 2016? Two plug ins, a hybrid, and two gas vehicles. The two electric vehicle are the Audi A3 e-tron and the Chevy Volt, while the all-new Toyota Prius (which will come with a plug-in version later) is the lone pure hybrid. Rounding out the pack are two efficient gas models: the Hyundai Sonata and the Honda Civic. This is the tenth year for the Green Car Of The Year, and it will be interesting to see if diesels can come back into the award's good graces (for the record, no diesels were among the finalists in 2013, either) in the future.
