Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. What's the best car for snow? The real answer is "the one with winter tires." What do we mean by that? You could have the finest, most advanced all-wheel-drive system or four-wheel drive in the world, but if you're running all-seasons (the spork of tires), your fancy four-wheeler won't matter much. The odds are, any vehicle on the road running good winter tires will probably perform adequately in slippery, slushy and/or snowy road conditions. (Here's a more complete explanation of why winter tires are totally worth it). In other words, you don't really need any of the cars on this list. With a set of winter tires, countless others will do the job, and even these will be at their best with proper rubber. You can find a variety of winter tires for your car here at Tire Rack. Keep in mind that you will need a full set of four snow tires for safety and performance, no matter what you're driving. The days of your dad putting just two snows on the family truckster to get it moving in a straight line are long gone. Don't get us wrong, getting a car that performs well in snow and ice is still a worthy criteria for car buyers. According to the U.S. Transportation Department, 70% of Americans live in places that get snow and ice. And much of the country has been blasted with arctic air for much of the new year. So let's look at the cars. First, we're highlighting choices for a variety of buyers and price points. Second, we're not just considering snow; we're considering general wintery conditions people will experience driving to work or school. As such, these are all choices with advanced all-wheel-drive systems, usually with "torque-vectoring" systems that not only automatically shunt power front and back, but side to side between the rear axles. It's actually surprising that Acura hasn't leaned into this capability further by offering more rugged versions of its vehicles.

Toyota Camry to go turbo

As automakers strive to meet regulations, turbocharging is rapidly becoming the norm whether looking at pickups, sports cars or family sedans. However, Toyota remains a stalwart to the changing tide, and for the time being a trip into one of the brand's dealers shows nary a hint of forced induction – probably not for long, though. With models like the Lexus NX 200t and forthcoming IS 200t pointing the way, a big shift is afoot for one of the Japanese automaker's most popular products. Obviously, Toyota is no stranger to forced induction for performance applications like the turbocharged models of the Supra and MR2 in the '90s. But rather than reducing lap times, the latest application is more about improving emissions and fuel economy. According to Automotive News, the Camry is getting a 2.0-liter turbo four-cylinder in the near future as a replacement for its V6 engine option. The 3.5-liter six currently in the venerable sedan already makes 268 horsepower and 248 pound-feet of torque, versus 235 hp and 258 lb-ft in the NX 200t or 241 hp and 258 lb-ft in the IS from the new four. The base four-cylinder also might receive some upgrades. It could grow larger and run on the Atkinson cycle to find improvements, according to Automotive News. There might be a move towards CVTs, as well. Toyota is hardly alone in the shift towards forced induction. Honda is known to have a 1.5-liter turbo mill on the way for the next-gen Civic. In addition, that engine might find its way into the Accord and CR-V as well, according to Automotive News. Among the major Japanese automakers, only Nissan is taking a more measured approach towards forced induction in mainstream models. Rather than going all-in on turbos, the company is expected to shift more of its engines to direct injection to go after fuel economy gains.
