Toyota asking NHTSA for fuel cell car safety exemption regarding electric shocks

Toyota is requesting an exemption from federal safety regulations that govern electric cars as it prepares to launch a small-scale hydrogen fuel-cell vehicle fleet.
The Japanese automaker is targeting Federal Motor Vehicle Safety Standard 305, which covers the packaging of high-voltage parts in electric cars. According to Uncle Sam, these systems need to be isolated so that passengers and first responders aren't electrocuted in the event of a crash. That seems pretty smart, but it's become a problem for Toyota's upcoming production fuel cell vehicle, as the mechanism that prevents electric shocks in low-speed crashes will apparently simply keep Toyota's car from even functioning.
Instead of the federally approved system, Bloomberg reports that Toyota plans to insulate the high-voltage wires and cables in the car, along with shielding electrical components like the fuel cells, electric motor and batteries with (presumably non-conductive) metal barriers.

According to Toyota, "errant data from our traffic and weather data service provider" caused the infotainment systems in 2014-2016 Lexus vehicles and the 2016 Toyota Land Cruiser to go into some sort of endless reboot loop. The video above shows what that looks like, in case you're interested. Obviously, it's not good – the malfunction means the audio systems, navigation and climate control systems aren't working properly, and that the hands-free mobile phone function won't work. Apparently, some owners were able to manually fix their cars by disconnecting the battery cables for 10 minutes, which forces the car's computer systems to restart. But Toyota isn't officially suggesting that people take that action. Instead, "Toyota and Lexus owners experiencing these issues should visit their dealer for a complimentary system reset and a confirmation of the system," the automaker said in a statement. It's worth noting that issues with the usability of modern infotainment systems have caused customer satisfaction scores to drop. Lexus, though, has been mostly immune to such complaints, having come in first place in J.D. Power's most recent Vehicle Dependability study. Expanded Support for New Hydrogen Stations Of course, the car of the future won't become a reality without the hydrogen stations to support it. That's why Toyota North America chief executive officer (CEO) Jim Lentz announced a new commitment to drive the development of a hydrogen refueling infrastructure in five northeastern U.S. states. To support Mirai's introduction to the region in 2016, Toyota is collaborating with Air Liquide to develop and supply a phased network of 12 state-of-the-art hydrogen stations targeted for New York, New Jersey, Massachusetts, Connecticut, and Rhode Island. The states and locations have been strategically selected in the greater New York and Boston areas to provide the backbone of a hydrogen highway for the Northeast corridor.
