Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. The Toyota Sienna has always been an inconspicuous van. They're out there, there's a lot of them and they're huge, but they blend in with darn near everything. Perhaps Toyota noticed that a little while ago and slapped on the slightly garish grille/not a grille plastic thing in the front bumper, but it still doesn't really stand out. On the other hand, our long-term Chrysler Pacifica Hybrid, which is a great deal newer than the Sienna, has slick styling that gets noticed. Toyota hasn't properly redesigned the Sienna since the 2011 model year, and it shows on every front. Despite its many shortcomings, there are still some valid arguments for going with the dinosaur. Ride and handling Of all the reasons to choose a Sienna over the much newer competition, available all-wheel drive has to be the main one. My tester was so equipped, and I got a chance to test it out in both snow and ice. Obviously, the first thing I did in powder was see if the rear end would break loose. I can confirm that with traction control off, the Sienna will slide around a little bit. You won't be doing any sick drifts, but it's undoubtedly more fun than our Pacifica. The Chrysler is fitted with Nokian Hakkapelitta winter tires. As you might guess, this means that braking and grip around corners is better than the Sienna in snow. If the Sienna were to ditch its slippery all-seasons for a proper set of winters, it would be running circles around the Pacifica. Still, I drove our Pacifica through a lake effect blizzard in Buffalo and it never blinked from lack of traction with multiple inches of snow on the ground. Some folks are going to want the assurance of all-wheel drive, and the Sienna will offer it, but don't make it your only option. All-wheel drive might help you get going, but winter tires are there to save the day when sledding gets tough. What impressed most about the Sienna was its ride quality and composure. This van earned its road warrior status on my drive to the Chicago Auto Show from Detroit. The long highway trek was handled without issue by the big minivan chassis. Bumps and road imperfections were soaked up well. Noise wasn't much of an issue either, something minivans can struggle with given the massive amount of space in the cabin ripe for vibrations and rattles. However, an uncomfortable seat led to some soreness after over four hours in the saddle. No matter how I adjusted the lumbar, it didn't seem to take to my 5'10" slim frame.

Vice chronicles Okinawa's illegal street racing scene

We all know that street racing is dangerous, and that motorsports are best left on the track or drag strip. However, that doesn't mean that there still isn't some outlaw allure among enthusiasts of racing on public roads. In this video, Vice Japan profiles Eikichi Nagayoshi of Japan's island of Okinawa. He is a used car dealer by day and an illegal racer by night.
Nagayoshi has a deep love for his highly customized Toyota Aristo (better known to us as a first-generation Lexus GS) that he claims produces over 1,000 horsepower and has hit 205 miles per hour. He races his car both on drag strips and in drifting competitions, but says that he often has to ship the car to mainland Japan to compete. In the absence of those opportunities, he sometimes gathers friends and takes the racing to the public roads. While we're not down with street racing, this Vice video is an intriguing personality piece, as well as a look into Japan's fabled underground racing scene.
