Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. A Tesla driver has graphed the effect of cold weather on the driving range of his Model S. Rob at Teslarati kept track of the amount of miles driven and energy used and mapped that against temperature readings to find how the colder temperatures affect efficiency. The results were an average of 10 miles of range lost for every 10-degree drop in temperature. Also, he calculated that drivers will lose about 25 percent more range when the roads are slippery. Read more at Teslarati. Albany Engineered Composites (AEC) is teaming with automotive engineering and consulting company Ricardo to provide lightweight components to the automotive industry. AEC produces composites for the aerospace industry, and having proven themselves in that field, they show promise for helping automakers make their cars lighter and more efficient without sacrificing structural integrity. "The agreement announced today is excellent news for our global automotive customers as we work to find further weight reductions in vehicles to meet future CO2 reductions," says Ricardo CEO Mark Garrett. Toyota Motor Europe (TME) wants to recover all of its hybrid batteries for remanufacturing. TME currently recovers 91 percent of Toyota and Lexus batteries at the end of the vehicles' lives through dealerships, and is now working with independent end-of-life vehicle treatment operators to recover the rest. Beyond just being recycled, Toyota is looking into remanufacturing batteries for other vehicles or for stationary energy storage systems. Read more in the press release below. Fast Company Magazine has recognized Toyota as one of the 50 Most Innovative Companies for 2015 for its Mirai fuel cell sedan. "Toyota plans to do for fuel cells what its Prius did for hybrids: make them ubiquitous and top of mind for environmentally conscious consumers," says Fast Company. The article also notes that Toyota has also made its fuel cell patent public and invested in hydrogen fueling infrastructure. Toyota is ranked number 18 in the Most Innovative list, just below Tesla. Honda, Nissan, and Toyota expand Takata recall by millions worldwide

Honda, Nissan, and Toyota are expanding their global Takata airbag inflator recalls to cover millions of additional vehicles. Toyota alone is adding about 5 million vehicles to its campaign globally, and over 600,000 of those are in the US, according to Automotive News. Nissan's expansion includes an estimated 1.56 million cars worldwide, including about 326,000 in North America, but the exact models from the company are not yet known. According to Automotive News, Honda has also announced plans to increase the scope of its campaign but hasn't yet disclosed specific models, total numbers, or their location. Company spokesperson Chris Martin tells Autoblog that none of these vehicles are in the US, though. In the US, Toyota is replacing the driver's side front inflators on 160,000 examples of the 2004 and 2005 RAV4 nationwide. It's also swapping out the front passenger side parts for 177,000 units of the 2003 and 2004 Tundra (pictured above) and 2004 Sequoia. The automaker is also expanding its regional recalls in high-humidity areas to include the passenger-side inflators of 300,000 more vehicles. In total, the affected models are 2005-2007 model-year Corolla, Matrix, Sequoia, and Lexus SC; plus the 2005-2006 Tundra is included, as well. All of the states that are covered by this campaign are listed in Toyota's announcement, below. In a statement to Autoblog, Nissan said that it's currently working with the National Highway Traffic Safety Administration on this campaign. "We expect to have a more formal statement and additional information by Friday, May 15," the company said. TOYOTA EXPANDS TAKATA AIRBAG SAFETY RECALLS TORRANCE, Calif., May 12, 2015 – Toyota Motor Sales, U.S.A., Inc. today announced that it is expanding its recalls involving Takata air bag inflators. First, Toyota will conduct a recall to replace Takata-supplied driver front airbag inflators on approximately 160,000 model year 2004 and 2005 RAV4 sport utility vehicles. The inflators could potentially be susceptible to rupture when deployed in a crash, increasing the risk of injury to vehicle occupants. For similar reasons, Toyota will expand two existing recalls for Takata-supplied front passenger airbag inflators, namely: Toyota's nationwide recall launched in April 2013 will expand to include approximately an additional 177,000 model year 2003-2004 Tundra and model year 2004 Sequoia vehicles.
