Toyota restructuring US operations, possibly moving to Texas

According to multiple sources familiar with the matter, Toyota is poised to announce Monday that it is restructuring its US operations, which may include plans to relocate some of its operations to Texas. Toyota Motor Sales has been located in California since 1957, and is responsible for North American sales, marketing, and distribution for Toyota, Lexus and Scion. According to Toyota literature, its Torrance operations presently employs 6,156 workers and represents a $2.3-billion investment.
Workers in Toyota's Torrance offices were abuzz about the possible relocation to Texas. One young offspring of a Toyota employee even posted to Twitter that her parents warned about the upcoming move, and she said she's refusing to go.
Rumors at one point had Toyota settling in Richardson, TX, just outside Plano. But Autoblog talked to Richardson Mayor Laura Maczka, who said she would be thrilled if that were true, but has not heard anything on the subject. Autoblog also emailed with Bill Sutherland, a city councilman in Torrance, CA, who said, "To date the only info I have is what I have read in the paper expecting a press release Monday."

Toyota giving away its first hydrogen car in US

California isn't Nevada, but Golden State residents are nonetheless being given a chance to make a small bet on what may be a large prize, courtesy of Toyota. The Japanese automaker will start selling its first hydrogen fuel-cell vehicles on the West Coast late next year, and before that, Toyota would like to pick up some positive publicity by giving America's first one away to one lucky Californian. Toyota is working with the Environmental Media Association, a nonprofit that melds celebrities with sustainability-related causes, on the promotion. The upshot is that folks can go to Bidding For Good and buy a $100 ticket to be eligible for the prize. Heck, people can get a half-dozen ducats for $500. What a deal. The winner will be announced October 18 at Warner Bros. Studios. Last month, Toyota unveiled a television commercial that proclaimed 2015 as the potential turning point for fuel-cell vehicle adoption. Toyota will start selling the FCV in Japan next April for about $69,000. Toyota says the fuel cell vehicle will be able to go about 300 miles on a full tank of hydrogen and, aside from some water vapor, will not have any emissions. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
