IIHS: Drivers safer than passengers in frontal crash test

The Insurance Institute for Highway Safety introduced a small overlap frontal crash test in 2012 that replicates what happens when the front corner of a car impacts another object. In the test, vehicles travel at a speed of 40 mph toward a five-foot-tall barrier with 25 percent of the total width of the car striking the barrier on the driver side. One would assume that vehicles with good small overlap front ratings would protect the driver and the passenger equally. But a recent study from the IIHS proves that passengers aren't as protected as drivers. The IIHS conducted the test on seven small SUVs with good driver-side small overlap ratings and only one of the vehicles, the 2016 Hyundai Tucson, performed well enough to be given a good rating. The other SUVs performance ranged from poor to acceptable. After reviewing the results of the test, the IIHS is deliberating whether it should institute a passenger-side rating as part of its Top Safety Pick criteria. "This is an important aspect of occupant protection that needs more attention," states Becky Mueller, lead author of the study and an IIHS senior research engineer. "More than 1,600 right-front passengers died in frontal crashes in 2014." Since the small overlap front test was introduced, 13 automakers have made structural changes to 97 vehicles with roughly three-quarters earning a good rating after the adjustments. The IIHS' test for frontal ratings is completed with a dummy in the driver's seat and with a barrier overlapping the driver's side. Which makes sense, as passengers aren't always riding in a vehicle. "It's not surprising that automakers would focus their initial efforts to improve small overlap protection on the side of the vehicle that we conduct the tests on," states David Zuby, IIHS executive vice president and chief research officer. "In fact, we encouraged them to do that in the short term if it mean they could quickly make driver-side improvements to more vehicles. As time goes by, though, we would hope they ensure similar levels of protection on both sides." As the IIHS' test revealed, there's a massive difference in safety between the two front seats. Increase passenger safety, according to Mueller, would require automakers to strengthen the occupant compartment by using a different type of material or by making it thicker.

Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? 10% of Toyota China dealers may drop due to losses

News about the auto industry in China is usually positive thanks to booming sales and an ever-increasing number of factories across the country. But in some cases, it appears that the dealers with the job of actually selling all of those vehicles are having trouble finding buyers. The result is cars piling up on lots and showrooms resisting against automakers. Japanese automakers already face a tough road to success in China, but the FAW-Toyota joint venture is especially struggling this year. According to Bloomberg, as many as 10 percent of the dealers might have to close or stop selling the brand because they just can't make money selling the vehicles on their lots. Also, 95 percent of the showrooms are reportedly losing money. The issue facing FAW-Toyota sellers is mostly a case of supply and demand. Automakers in China mandate the number and types of vehicles that dealers sell. However, the inventory from all makes is at its highest level since August 2013, according to Bloomberg. The situation leaves dealers with packed lots, and cars often require discounts to move. Making matters harder is that showrooms have annual sales targets, which are linked to bonuses. This money can account for over half of the sellers' annual profits, according to Bloomberg. The FAW-Toyota dealers are pushing back by asking Toyota for 2.2 billion yuan ($355 million) to pay for costs associated with the extra inventory. It also lowered sales targets by six percent earlier this year and has requested no increase in the numbers for 2015.
