Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Toyota, Mercedes, BMW top automakers included in List of Best Global Brands

Interbrand, a consultancy firm, has published its 13th annual list of the best global brands. Besides seeing some shakeups at the top - Apple and Google unseated Coca-Cola (a company that has dominated the survey since its birth), the 100-item list features 14 automakers, most of which enjoyed double-digit gains in brand value.
Toyota managed to retain its spot as the study's top automaker. It finished the survey in 10th position overall (the same as last year), despite a 17-percent improvement in its brand value, from $29.33 billion to $35.34 billion. Mercedes-Benz, BMW and Honda all made the top 20, at 11th, 12th and 20th place, respectively. Hopping a ways down the list, we come across Volkswagen in 34th place, up from 39th in last year's study, with a brand value of $11.12 billion, a 20-percent improvement over 2012. Ford and Hyundai round out the automakers in the top 50, at 42 and 43.
Porsche made the largest year-over-year gain of any automaker, with its brand value increasing 26 percent to $6.47 billion. Chevrolet meanwhile, cracks the list for the very first time at 89th place. As Interbrand notes, Chevy's inclusion is notable because of the sheer number of vehicles it moves for General Motors and its recent push in developing markets. The final interesting note on this survey is the position of an automaker that takes its name and logo more seriously than perhaps any other - Ferrari. The Italian exotic manufacturer finished 98th out of 100, with just $4.01 billion in brand value, a six-percent improvement over 2012.

The stock car series reached the milestone on July 20 at Indianapolis Motor Speedway. NASCAR has been using Sunoco Green E15 gasoline since the start of the 2011 season, which the group credits with increasing horsepower and reducing emissions. The Pennsylvania Department of Environmental Protection has decided to continue its incentive program for alternative fuel vehicles. Buyers of electric vehicles and plug-in hybrids with batteries larger than 10 kWh will continue to get a $2,000 rebate (until December 31 or until 500 are sold, whichever comes first). Various EVs with batteries less than 10 kWh, as well as natural gas, propane and hydrogen-powered cars, will get $1,000 back. Electric motorcycles and scooters are offered a $500 rebate. Get more details at ABC 27. Toyota subsidiary Primearth EV Energy is set to expand production of nickel metal hydride batteries for hybrid cars. Due to high demand, production capacity will ramp up from 300,000 to provide batteries for 500,000 vehicles at its Miyagi prefecture plant. The company eventually plans to be able to produce batteries for 1.4 million hybrids per year. Primearth EV Energy currently supplies batteries for the Toyota Prius and Yaris hybrids, as well as Mazda's Axela (AKA Mazda3 in the US) hybrid. Read more at Economic Times.
