Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Junkyard Gem: 1992 Lexus SC 400

After Toyota stunned the automotive world with the Lexus LS 400 in 1989, offering a majestically engineered luxury sedan with an all-new DOHC V8 at less than half the cost of its Mercedes-Benz 560 SEL rival, what could be done to follow that (other than a money-printing Lexus-badged Camry, that is)? Clearly, the missing piece of the Lexus branding puzzle at the time was a sports coupe, something to extract the money of car shoppers considering, say, a new Mercedes-Benz 300 CE or Acura Legend coupe. That car turned out to be the Lexus SC, styled in California and known as the third-generation Toyota Soarer in Japan. Here's one of the very first SCs sold in the United States, found in a Denver-area self-service yard last month. These cars had intimidatingly good build quality (I know, because I dismantled a '92 SC 400 down to its smallest components a while back), clearly designed to last at least a quarter-million miles with routine maintenance. This one got hit hard in the right rear, however, and it wasn't worth repairing the damage to a non-SUV pushing three decades of age. Americans could buy a six-cylinder version, the SC 300, which came standard with a five-speed manual transmission (almost all buyers "upgraded" to the automatic, of course). This car is the SC 400, which means it has the same 1UZ-FE V8 engine as the LS 400. That's 250 super-smooth horses and six-bolt main bearing caps keeping the crankshaft from going anywhere it shouldn't. The SC 400 never was available with a manual transmission, nor was its SC 430 successor. This one has the mandatory Aisin-Warner four-speed automatic. This content is hosted by a third party. These cars were very quiet and comfortable and they could cruise all day at triple-digit speeds, but a curb weight pushing 3,600 pounds meant that the SC 400 wasn't going to beat its Porsche 928 rival on a race track. Actually, the 1992 928S4 cost more than twice as much as the 1992 Lexus SC 400 ($80,920 versus $37,500) and had both a more powerful (326hp) V8 and available manual transmission; perhaps the 1992 Cadillac Eldorado Touring Coupe ($32,470, 200hp V8, automatic) was a more realistic sales rival for today's Junkyard Gem.

Here are the best cars we drove in June 2019. 2019 BMW 8 Series Everyone on the Autoblog staff loves a good grand tourer, so we were excited to get behind the wheel of the revived BMW 8 Series, specifically an M850i Coupe. A good GT needs to be as fast as it is stylish and comfortable, and the new 8 Series delivers. We particularly like the 523-horsepower twin-turbo 4.4-liter V8Â’s copious power and smooth ride quality, even on MichiganÂ’s pockmarked post-winter roads. We dig the interior design, too, though not everyone was in love with the exterior. ItÂ’s not the best-handling car in its class, and doesnÂ’t hide its sizable proportions very well, but itÂ’s still worth a look if youÂ’re looking for a big, fast cruiser.  2019 Ford Expedition Crossovers may be the hottest vehicles on the market, but thereÂ’s still a sizable demand for traditional body-on-frame SUVs like the Ford Expedition. These behemoths offer plenty of space in addition to truck-like capability. We like the Expedition's smooth ride, powerful twin-turbo V6 and sharp exterior design, though the interior can feel a bit cheap, especially on some of the more expensive trims. Adding options quickly puts it into Lincoln Navigator territory, and itÂ’s hard to recommend the Ford over the Lincoln when the latter packs the same capability into a far nicer package. Still, the Expedition is as good or better than the competition in most respects, and thatÂ’s why itÂ’s one of our picks. 2019 Toyota 86 Few cars at any price point are as much fun as the Toyota 86 (and its twin, the Subaru BRZ). We like the 86Â’s balanced chassis and sharp steering, and while itÂ’s not as nimble as its close rival the Mazda MX-5 Miata, the ToyotaÂ’s back seat and trunk make it a more usable vehicle. But while we like the 86Â’s driving position, the rest of the interior feels cheap and dated, especially the infotainment system. We complained about the anemic powertrain back in 2012, and itÂ’s only gotten worse as the years have gone by.
