Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Toyota prepped to spend $1.3B on plants in Mexico and China

Toyota is getting set to expand its manufacturing operations in a big way, with a pair of sources reporting to Reuters that the company was preparing to make a roughly $1.3-billion investment to add two new factories in China and Mexico. If Reuters sources turn out to be correct and the company's upper management decides to greenlight the two new factories, Toyota's annual output would grow by 300,000 units per year. Two-thirds of the capacity would come from the new Mexican factory, where the company may produce the next-generation Corolla, due in 2019. That facility would be in the state of Guanajuato, in the central part of the country, the sources told Reuters. The Chinese factory, meanwhile, would likely be built in Guangzhou, and may become a source of Yaris production sometime in 2018.

Momkhana goes drifting with a V8 minivan in the 'burbs

Ken Block probably never expected that he would launch countless imitators when he released Gymkhana years ago, but by now we've seen the concept broadened for everything from toy cars to Crazy Carts. The latest parody is Momkhana, and it moves the setting to the suburbs for a trip to the shoe store. Before you completely write off the idea, though, keep in mind the vehicle making the commute is a drift-happy, rear-wheel drive Toyota Sienna boasting an LS3 V8 with an estimated 550 horsepower. The significant increase in muscle certainly makes a drive to the strip mall a lot more entertaining. In addition to the engine transplant, the minivan gets a massive handbrake to allow for big slides through the neighborhood. The clip replicates many of the classic stunts from Block's Gymkhana videos but in new, rather absurd surroundings. So instead of long, smoky donuts in a warehouse, they happen at the end of a cul-de-sac.
