Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Toyota, Daimler Truck, Hino and Mitsubishi Fuso join forces

TOKYO — German truck maker Daimler, JapanÂ’s top automaker Toyota and two other automakers said Tuesday they will work together on new technologies, including using hydrogen fuel, to help fight climate change. The companies said Mitsubishi Fuso Truck and Bus Corp., whose top stakeholder is Daimler Truck, and Hino Motors, the truck maker in the Toyota group, will merge. Daimler Truck and Toyota Motor Corp. will equally invest in the holding company of the Mitsubishi-Hino merger, they said without giving a dollar amount for the deal. The companies plan to cooperate in reducing carbon emissions and developing other technologies such as autonomous driving, net-connected services and electric vehicles. “This collaboration among our four companies is a partnership for creating the future of commercial vehicles in Japan and the future of a ‘mobility society,Â’ said Toyota Motor Corp. Chief Executive Koji Sato. The two truck companies will work on commercial vehicle development, procurement and production to become globally competitive, the executives said. “We at Daimler Truck are very proud of our products, because trucks and buses keep the world moving. And soon they will even do so with zero emissions,” said Daimler Truck Chief Executive Martin Daum. “TodayÂ’s announcement is a crucial step in making that future work economically and in leading sustainable transportation.” Automakers are rushing to keep up with the global shift toward less polluting vehicles and to help in other ways to combat climate change. Commercial vehicles like trucks and buses are major contributors to auto emissions. In some cases rivals are joining forces to gain a a competitive edge and cut costs through “economies of scale” of by sharing knowledge and resources. “It is hard to go at it alone. Working together is crucial,” Sato said, Fuel cells power ToyotaÂ’s buses in Japan but its strength has been in hybrids, which have both electric motors like EVs and gasoline engines. Consumer acceptance of battery powered EVs has come faster than expected, Toyota officials say, and the company is hard at work on rolling out EVs in various markets. Details of the merger, including shareholding ratios, the company name and its structure will be worked out over the next 18 months, the companies said. They aim to sign a definitive agreement by early next year and close the transaction by the end of 2024. The deal still needs shareholdersÂ’ and regulatory approval.

BMW Z5 roadster gets frosty in winter testing

The successor to the BMW Z4 (remember that thing?) is currently undergoing testing in what may be the least hospitable place for a two-seat roadster – northern Sweden. Yep, even sunshine-loving convertibles need to undergo winter testing. We still aren't 100-percent certain of the name, but rumors are pointing to BMW ditching the Z4 nomenclature in favor of Z5. As we've reported before, it's very likely that this car is being developed with help from Toyota. The platform underpinning the car shown here could become the long-awaited new Supra (albeit in hardtop-only form). We'd love to tell you about the look of this new car, but between the camouflage and the caked-on snow, it's hard to draw a bead. We can clearly see the headlights are inspired by newer BMWs like the 7 Series and 2 Series, but other details are harder to discern. The right elements are here, though. The prototype has a long hood and short rear deck. It's also worth pointing out that the car shown here marks a return to a canvas convertible roof. Aside from being less complex, our spies report that the soft top is being used to lower weight and provide sharper handling. While our report on the Z4's successor from March 2015 pointed to a 2020 launch date for the new roadster, our spies say the German part of this BMW/Toyota partnership could launch in late 2017 or early 2018 with four- and six-cylinder engine options.
