Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

Consumer Reports says Ram 1500 tops fuel economy fight [w/video]

Consumer Reports takes its independent vehicle testing procedures seriously. In an era when we have to question the EPA's official ratings thanks to recent re-evaluations from Ford and Hyundai, an independent voice is important. So, when CR says something is the best, it's worth paying attention to. The Ram 1500 EcoDiesel has "about the same fuel-economy numbers that we typically see in a midsized SUV." – Jake Fisher In this case, CR took a look at the fuel economy of the 2014 Ram 1500 EcoDiesel and found that it came out on top of the fullsize pickup truck pack. The Ram did so with 20 miles per gallon overall and 27 mpg on the highway. CR gave the truck a total road test score of 82. The EPA says that the EcoDiesel 1500 gets 28 mpg on the highway, 20 mpg city and 23 mpg combined. Comparing official EPA numbers, the Ram is also the best among trucks in its class. It's nice when people agree on something. As we know from first-hand, long-distance experience, you can push the 1500 EcoDiesel to 38 mpg. CR found in its own testing that the truck had, "about the same fuel-economy numbers that we typically see in a midsized SUV," said Jake Fisher, CR's director of automotive testing, in a statement. Speaking of midsized SUVs, CR also announced this week that the new Toyota Highlander Hybrid got the top spot in CR's ratings in that category. CR liked pretty much everything about the SUV, saying that the "transitions between electric power and the gas engine are seamless" and that, "the new Highlander also handles better, with a steadier ride and reduced body lean in corners." Toyota Yaris Hybrid-R zips in on its way to Frankfurt

Toyota has been known to make some exciting cars over the years, but its hybrids, well... let's just say a Prius appeals to a different kind of buyer. The TS030 Hybrid LMP1, on the other hand, now that's more our speed. And at the Frankfurt Motor Show next week, the Japanese industrial giant will bridge the gap with the concept car you see here. Previewed in bits and pieces along the way, Toyota has now revealed the full details and array of photos of its new Yaris Hybrid-R concept. And what the full picture reveals is a Prius C that's gone to the gym - or more appropriately, the track.
Powering this little pocket rocket is TMG's Global Racing Engine: a 1.6-liter inline-four with direct injection and a Garett turbocharger to drive 300 horsepower to the front wheels through a six-speed sequential gearbox. A pair of electric motors provide an extra 60 hp to each of the rear wheels for a combined output of 420 hp and through-the-road all-wheel drive. A third 60hp electric motor serves as traction control under acceleration and acts as a generator under braking to feed the TS030-derived super capacitor that boasts a higher power density and faster charge/discharge speed than a traditional battery. The system can provide a 40-horse boost for ten seconds in Road mode, or the full 120hp for five seconds in Track mode.
Though based on the three-door Yaris, there'd be no mistaking this for any ordinary econo-hatch. 18-inch TRD alloys with Michelin Pilot Sport Cup tires pack the wheel wells and a wider grille dominates the front fascia, while black and blue trim contrast sharply with the white bodywork. The rear pillar incorporates a quick-fill competition-spec fuel cap, LED daytime running lights illuminate the way and oversized brakes keep it all under control. The interior boasts Recaro racing buckets in black leather and blue Alcantara.
