Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. Mazda rotary engine returning, in an autonomous Toyota delivery vehicle

With the return of the Toyota Supra, the Lotus Esprit and Mazda RX-7 probably share the trophy for hardcore sports cars we'd most like sequels for. The Esprit's too hopeless to consider. Mazda continues to speak in riddles about a new RX-7, but the company has confirmed that the RX-7's heart will return: The company's building a rotary-engined range-extender engine for an autonomous Toyota. At this year's Consumer Electronics Show, Toyota announced its e-Palette autonomous electric delivery vehicle. The e-Palette will come in bus, shuttle, and car versions to service the delivery needs of companies like Amazon, Pizza Hut, and Uber. They'll also be built in custom configurations such as mobile hotel rooms and emergency command centers. Toyota owns 5.25 percent of Mazda, the two automakers recently signed a deal to open a factory in Alabama, and Mazda's known for ace work with small engines. It's not surprising that Toyota chose Mazda for help with the e-Palette, but the rotary aspect is novel. Mazda U.S. president Masahiro Moro said, "This is a very suitable engine to run a generator because it's compact and lightweight, with no noise or vibration, and it has very good fuel economy." There have been rumors of this development previously, as far back as 2016, then again last October in reference to an electric architecture Mazda intended for release in 2019, but Toyota was never mentioned. As to pining for that RX-7 redux, Mazda's head of powertrain said the company's overcome the technical issues of a sports-car-sized rotary engine — the challenge is making a business case for such a sports car. We think the RX-VISION made the case three years ago, and it's already fitted with the Skyactiv-R rotary. Separately, a Toyota spokesman added that the two companies are looking into whether the rotary can be useful beyond the electric car. That's not much to go on when it comes to pining for another RX-7, but hope lives on a scanty diet. Related Video:

Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.
