CARB uses tricked-out RAV4 EV to measure air pollution in California

The old-school Toyota RAV4 EV you see above is the California Air Resources Board's version of a non-participant observer. The all-electric vehicle cruises around the state measuring airborne pollution. Since it's powered by batteries, there are no tailpipe emissions created as CARB tries to get a handle on how dirty the roadway air is. The problem, CARB says, is that it is difficult to measure air pollution levels, "during calm conditions at night and in the early morning." There are over 250 stationary air monitoring sites in California today, but the Board wanted a way to expand where and when it can test for things like ultrafine particles, carbon dioxide and nox. The original plan for the Mobile Monitoring Platform – as the RAV4 EV is officially called – was to "Investigate Spatial, Diurnal and Seasonal Pollution Gradients" on California's highways and ports. The RAV4 EV was originally expected to cost $280,000 (see pages 11-12 in this PDF from 2009), but a new report in the Modesto Bee says it had a total of $300,000 just in monitoring equipment. Michael Benjamin, CARB's chief of air monitoring, told the Bee that the MMP, "paints a thorough picture about what air quality is in any given community." More importantly, the stationary and mobile testing equipment can tell CARB when and where the air is getting cleaner. Which is the whole point, after all.

Crushing 1984 Ford Ranger to make a point about clean cars

Being a professional politician is often about more than just getting legislation passed, and a little showmanship can go a long way towards getting a point across. California State Senate leader Kevin de Leon recently staged just such a flashy stunt when he crushed a 1984 Ford Ranger at a rally kicking off an EV incentives pilot program. De Leon sponsored a bill last year that, in part, tried to give greater support to low-income buyers who wanted to trade in their old clunker for a zero-emissions vehicle. He hoped to improve the state's Clean Vehicle Rebate Project, which has been accused of especially helping the wealthy. After watching their Ranger get destroyed at this event, the Mendoza family that owned the truck drove away in a 2013 Toyota Prius, according to the Sacramento Business Journal. Under the pilot program, buyers in two air districts in the Golden State can take advantage of these incentives. Depending on their income and the vehicle they are purchasing, people can get a rebate of between $1,500 and $9,500, according to the Sacramento Business Journal. For now, the California Air Resources Board has set aside $5 million from the state's cap-and-trade program to fund things in these areas. Later, it will vote whether to adopt the initiative statewide. 2016 Toyota Tacoma teased again

Toyota is following up its muddy teaser of the back of the 2016 Tacoma with a dusty new one that shows the truck's face for the first time. Without seeing more of the pickup, it's impossible to make any educated judgments, but the company appears to be taking the Taco's styling in a new direction. The 2016 Tacoma features a hexagonal grille outlined in chrome and a narrow intake underneath visually connecting the foglights. The headlights take on a squinting look, and this shot suggests LED running lights at the outer edge (perhaps just for top-level trims). You can also just make out a bit boxier of a flare for the front fender. The truckmaker hasn't announced anything about the Tacoma's powertrain, but we spied a prototype testing several months ago with a six-speed manual transmission. That one reportedly rode on a modified version of the current model's frame, as well. Toyota apparently has high hopes, though, because it's ramping up production at the Taco's factory in Mexico by 41 percent.
