Anti-EV messaging alive and well at Toyota, sort of

The folks at Toyota in Japan can be pretty blunt about electric-vehicle technology prospects as a viable transportation alternative to the internal combustion engine. Here in the states? Slightly more sanguine. Toyota global head of research and development Mitsuhisa Kato, according to Automotive News, discounts the potential of substantial EV sales in the near future because the appropriate technology that provides comparable driving distances and fill-up times relative to conventional vehicles doesn't yet exist. While Toyota has been conducting testing programs with shorter-commute-distance EVs in countries such as Japan and France, its only production EV in the US is the RAV4 EV, and Toyota sold just 546 of those in the States during the first half of the year. Toyota is much more excited about the debut of its first hydrogen fuel-cell production vehicle, in both Japan and the US, next year. Toyota Motor North America spokeswoman Jana Hartline was a little more charitable when discussing the EV's prospects in an interview with AutoblogGreen. "For shorter range, EVs serve a really great purpose, but as far as having equal mile range to an internal combustion engine, there's going to need to be some serious breakthroughs," Hartline said. "And that where the fuel cell comes in." Last month, Toyota said its fuel-cell sedan that will debut in Japan next April will be priced at about $69,000, though the company emphasized that it shouldn't be assumed it will be priced similarly in the US and Europe. Toyota hasn't released many performance details, though the sedan is expected to have a full (hydrogen) tank range of about 435 miles, or about five times that of a Nissan Leaf. Toyota develops new pre-collision system with steering assist

A number of automakers are working on developing fully autonomous cars, but it looks like the groundwork for such technologies will likely show up first as semi-autonomous systems for both safety and convenience. Following recent announcements from Nissan and Ford in this area, Toyota has now released information for some of its advanced semi-autonomous technologies that could be offered in production cars over the next few years.
On the safety front, Toyota's new pre-collision system with pedestrian-avoidance steering assist is aimed at protecting the folks who aren't in the car. This system combines visual and audible alerts with automatic brake assist and automatic steering. If warnings don't get the driver to slow down, the brake assist kicks in if a collision is very likely, but if that is still not able to avoid the impending collision (and if there is enough room to do so), the car can automatically steer itself around the pedestrian. This sounds most beneficial for last-second dangers such as a person accidently stepping out into the road in front of a car. Toyota hopes to have this technology available to customers by 2015.
The Japanese automaker is also testing a suite of technologies called Automated Highway Driving Assist (AHDA). The key part of this is a new adaptive cruise control system that uses vehicle-to-vehicle (V2V) communications rather than a radar-based system. This cooperative-adaptive cruise control allows vehicles to communicate their acceleration and deceleration data with other cars, which Toyota says this helps to improve fuel efficiency and traffic flow. Also a part of AHDA is the Lane Trace Control feature, which sounds like a next-gen lane keep assist. This system uses cameras, radar and a computer to keep the vehicle in a "smooth driving line" by being able to change steering angle, engine torque and braking force. Toyota says this technology could be in place by the "mid-2010s."

Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
