Toyota spending $168 million to make more Mirai fuel cell vehicles

The last semi-official number we had for pre-orders for the 2016 Toyota Mirai fuel cell vehicle was around 200. But demand is strong enough that Toyota is saying that it will spend 20 billion yen ($168 million US) to expand annual production capacity at the "secretive workshop" where the Mirai will be built from 700 in the first year (2015) to around 2,000 after that. Japanese newspaper Nikkei reported the increase and also breaks down where Toyota expects to sell the small number of Mirai vehicles it will make in the first few years: 400 in Japan by the end of 2015, 200 or 300 In the US in 2015 (and then 3,000 by the end of 2017) and between 50 and 100 in Europe annually starting around 2016. To make all of these hydrogen cars, Toyota will add two lines to the factory where the fuel cell stacks and tanks are built and it will also upgrade the assembly location. In the US, the Mirai will initially only be sold in California next year and will start at $57,500 or lease for $499 a month for 36 months (with $3,649 due at signing). The Japanese automaker is including hydrogen fuel for "up to three years" at that price, mostly because no one knows how to accurately measure and sell H2 for cars quite yet.

Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? 2013 Toyota RAV4 earns 'poor' rating in IIHS small overlap crash test [w/video]

When the Insurance Institute for Highway Safety tested a batch of SUVs in its small overlap frontal crash test earlier this year, it held off on putting the Toyota RAV4 in the blender because the new, 2013 model was due to arrive shortly after the test. The new crossover might be better than it was before, but it could still only manage a rating of "Poor" in the test that has been a bugbear for a number of manufacturers.
Among other issues, the IIHS noted that the steering column moved seven inches to the right causing the crash test dummy to practically miss the airbag, the dummy's left foot was trapped in deformed sheetmetal and the dummy's head hit the instrument panel.
The 2013 RAV4 earned the Top Safety Pick rating by scoring well in the Institute's four other tests. A good score in this particular test would have earned it the Top Safety Pick+ rating that is so far only claimed by the 2014 Subaru Forester and 2013 Mitsubishi Outlander Sport in the SUV category.
