Former NHTSA chief may lead automaker-backed Takata investigation

An automaker-led effort may see the former head of the National Highway Traffic Safety Administration take on the probe into the Takata airbag inflator disaster. A coalition of at least ten automakers is in talks with former NHTSA administrator David Kelly, with unnamed sources familiar with the discussions telling The Wall Street Journal he is "among those we are considering to coordinate" the investigation.The Detroit News, meanwhile, is reporting he could be hired "in the coming days." Takata, the Japanese seatbelt and airbag manufacturer, has been the center of a defect scandal since last year. Takata is under fire for air bag inflators that can explode, shooting out metal and plastic pieces. At least five deaths and dozens of injuries have been linked to the problem worldwide. Earlier this year, Honda Motor Co., the automaker with the biggest exposure to the defective Takata air bags, was fined $70 million in the U.S. for not reporting to regulators some 1,729 complaints that its vehicles caused deaths and injuries, and for not reporting warranty claims. It was the largest civil penalty levied against an automaker. Should he take the role, Kelly would be at the fore of an investigation being assembled by an alliance of ten automakers, which includes the Detroit Three and Honda. Toyota first suggested a joint investigation back in December, The Journal reports. Kelly's goals, meanwhile, will be many. The Detroit News reports that questions abound regarding not only the recalled airbag inflators and the conditions that cause them to fail, but the whether the replacement units will have similar problems in the future. The automaker committee is far from the only one analyzing the airbag issue. Takata has assembled its own panel, led by former Secretary of Transportation Samuel Skinner, while NHTSA's deputy administrator, David Friedman, has brought in an outside engineering firm to investigate the inflators, The Detroit News reports. Separately, on Friday Takata Corp., the Japanese seatbelt and air-bag maker at the center of a defect scandal, is expecting more red ink for the fiscal year through March. It is projecting a 31 billion yen ($264 million) loss, worse than the previous forecast for a 25 billion yen ($214 million) loss, despite higher sales expected for the fiscal year. Ten automakers have recalled about 12 million vehicles in the U.S. and about 19 million globally for problems with the air bags.

Mini and Spanish designer Jaime Hayon are presenting new versions of the Mini Citysurfer electric scooter concept at Salone del Mobile in Milan, Italy. The installation, called "Urban Perspectives" depicts an idea of the future of urban mobility. The imaginary living space houses two examples of the Citysurfer concept designed by Hayon. The first is painted to resemble blue and while porcelain, with dots and stripes to give it an upbeat look. The second uses more upscale materials like anodized metal, copper and leather to blend modern and classical elements. The foldable Citysurfer scooter can travel 10 to 15 miles on a charge, and is designed fit and charge inside the trunk of a Mini Cooper. Read more from Mini. Tesla has announced the locations of its first Superchargers in Australia. It will install eight charging booths at the Goulburn Visitor's Centre, about 120 miles southwest of Sydney. The Goulburn superchargers will be powered by renewable energy. Tesla plans to install a network of Superchargers in cities along the route connecting the Sunshine Coast north of Brisbane south to Melbourne. Read more at Clean Technica. The Toyota Mirai will be on display at the National Mall in Washington DC to celebrate the 45th anniversary of Earth Day. Toyota is a sponsor of Global Citizen 2015 Earth Day from April 17 to 19, which will include speakers, musical performances and, of course, Toyota's new hydrogen fuel cell car. "Earth Day 2015 is a great platform to educate the public about hydrogen fuel cell technology and the potential of hydrogen as a future fuel," says Toyota's Bob Carter. Also in April, Toyota will continue to enlighten the public about the Mirai and hydrogen technology in Union Square Park in New York on April 19, and at Waterkeeper Alliance's "Keep it Clean" comedy event in Los Angeles on April 22. West Coast labor dispute hampers Japanese automakers' US plants

The ongoing labor dispute between the International Longshore and Warehouse Union and port owners along the West Coast is starting to affect more Japanese automakers building vehicles in the US. The issue already forced Honda and Subaru to take the expensive option of airlifting some parts into the US weeks ago, and according to USA Today, Toyota and Nissan have begun doing so, as well. The choice hasn't been cheap, though, and Subaru's chief financial officer estimated that the decision cost around $60 million more per month than sending components by cargo ship. The effects continue to radiate, according to USA Today, and shortages of some models are possible. Honda is slowing production at its factories in Ohio, Indiana and Canada because the automaker doesn't have enough transmissions and electronics for some vehicles. Toyota already cut back on overtime at some factories. Nissan has only seen a small effect from the issue, though, because of its local suppliers. Dock workers and port owners have been negotiating on a new contract since last year, and the union has organized work slowdowns in response. According to USA Today, the automakers could move shipments to Canada or Mexico, but it would take longer for parts to arrive.
