Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. Recharge Wrap-up: Japan's new hydrogen rules could help Toyota, New Delhi pollution worse than thought

The European Union is funding Fastned EV fast-charging corridors in Germany. The EU has set aside 2 million euros as part of its Trans-European Transport Networks program for Fastned to build the charging stations along major highways in Germany. The EU plans to help fund a network of 155 fast-charging stations along popular routes in Germany, Sweden, Denmark and Holland. Of those, Fastned will build 94 stations in Germany and Holland. Read more in the press release below. Revised hydrogen rules in Japan will make it easier to create hydrogen fueling infrastructure. Japan's Ministry of Economy, Trade and Industry has created guidelines allowing for liquefied hydrogen at filling stations, exceptions to required distances between precooling equipment and public facilities and less expensive materials for hydrogen storage. Toyota stands to gain from the new standards, as making fueling more readily available makes it easier to sell customers on the Mirai fuel cell vehicle. New research finds that New Delhi roads suffer from much worse pollution than the average levels recorded throughout the city. Pollution along roads is up to eight times higher than the numbers shown by urban background pollution monitors. With half of the city's population living within 300 meters of a major road, it's a major health concern. Joshua Apte of the University of Texas, Austin, recorded various pollution levels from inside vehicles in hopes of showing the difference between ground-level pollution and the lower numbers at monitoring sites. Akio Toyoda pledges return to WRC in 2017 with a Yaris

There have been rumors of Toyota returning to the World Rally Championship since the end of 2013, and a Yaris prepped by Toyota Motorsport in Germany has been caught on The Continent several times last year in testing. Akio Toyoda visited Rally Finland while we were there with Hyundai to watch a race up close, and he said that the passion people still had for Toyota's past exploits encouraged him. He finally answered the question about when they planned to enter the series, announcing in Tokyo that they'd line up for the season in 2017. The Japanese company, a legend in rallying, got into the sport in 1979 and left in 1999 after winning seven titles in ten years through the nineties with Carlos Sainz and Juha Kankkunen. The 2017 return is likely due to the regulation changes that year to allow more power than the roughly 300-horsepower in today's challengers and the switch to a fuel-flow formula to let manufacturers use different kinds of engines. Toyota has been sitting in on the WRC rules meetings, and the final slate of changes will be announced at the end of this year. The Yaris that's been testing is powered by a 1.6-liter, four-cylinder that meets current regulations, but we can expect it to change somewhat before it's race-ready. TMG will test the car for the next two years, then it will go up against fellow manufacturers Volkswagen, Hyundai, and Citroen, as well as Fords run by M-Sport.
