Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Jay Leno gets behind the curtain on the design of the Toyota FT-1 concept

Hinting at the future of Toyota performance vehicles, the FT-1 concept was one of the stars of the Detroit Auto Show this year. It even nabbed fourth place in our Editors' Choice list. While he's a few months behind the car's official reveal, Jay Leno managed to get the only existing concept of the sports coupe wheeled into his garage to take a closer look, and he's pretty impressed.
Leno speaks with Alex Shen and William Chergosky, the exterior and interior chief designers of the FT-1 respectively, to get a better idea of the inspirations behind the concept. Jay heaps high praise on it for mixing Italian and Japanese design and says he likes the look even more than the Lexus LFA. The coupe isn't a product of either country, though. It was penned at Toyota's CALTY Design Research center in Newport Beach, CA.
The designers go into the entire history of the FT-1, and Shen even admits that Toyota design lacks an emotional factor at the moment. It's a fascinating interview behind some of the little touches you might miss at first glance. Unfortunately, the model doesn't have the green light for production yet and may never get made. Lexus Eco Challenge rewards schools for clean water, briquette press projects

Teams from one New Jersey high school and one Michigan middle school reversed the old adage by thinking locally and acting globally. And that strategy won them the grand prizes in the most recent edition of the Lexus Eco Challenge. The future is indeed bright. The Toyota luxury-vehicle division gave out a half-million dollars in this year's contest. One $30,000 grand prize was awarded to the Pinelands Eco Scienteers from Little Egg Harbor, NJ, which produced and distributed low-cost briquette presses to rural villages beset by deforestation. The other grand prize went to the E.T. Electrical Team from Byron Center West Middle School in Michigan. That middle-school group raised money to send water filters to Haiti, Kenya and the Philippines. Lexus also awarded eight $15,000 first-place awards, with the winners including high schools from California, Florida, Missouri and Pennsylvania as well as middle schools from Arizona, Michigan, North Carolina and Texas. A special shout out goes to Daniel Boone Area High School in Birdsboro, PA, where students created an educational and public-relations campaign to publicize algae-based biofuels. In all, Lexus has doled out more than $4 million in Eco Challenge awards in seven years. Check out Lexus's press release below.
