Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

2016 Toyota Avalon gets revised equipment, sportier styling

Toyota has been known to make some sporty models. We're not sure we'd count the Avalon as one of them, but while that's not what the Japanese automaker's largest sedan is about, it has gotten a bit more aggressive – at least in the styling department – over successive generations. The current model introduced just a few years ago took things in a decidedly sportier direction, and the updated model revealed here for the 2016 model year takes it a step further. Debuting today at the Chicago Auto Show, the 2016 Toyota Avalon is an evolution of the model we already know. It features revised styling that's just a touch sportier than the model it replaces, and comes packed with updated equipment. As you can see, the reshaped lower grille gives it an incrementally more planted look, flanked by turning indicators to replace the outgoing model's foglamps. Around back are new LED taillights and a chrome bumper accent, and inside, the cabin has been retrimmed with gray accent stitching on the light gray upholstery. The new Avalon will be offered in five trim levels – XLE, XLE Plus, XLE Premium, Limited and Touring – powered by a conventional V6 engine, with Hybrid models dropping the lowest and highest of those trims. The two base models also get new 17-inch alloys, seven-inch dashboard display, new interior trim and tire pressure monitoring system. The XLE Premium gets an upgraded infotainment system with wireless charging, the Limited model gets 18-inch alloys (17 on the hybrid), automatic high beams and added safety systems, while the top-of-the-line Avalon Touring upgrades with larger 18-inch wheels and a revised front fascia as well as LED head- and daytime running lights. The revised Avalon debuts in Chicago alongside the Special Edition models of the Corolla and Camry. Toyota's decision to move its US headquarters from its longtime home in Torrance, CA, to Plano, TX, was one of the biggest stories in the automotive industry this spring. With several months since the announcement, more details about the plan have leaked out. It seems that pulling up stakes could mean an even larger shakeup in the Toyota workforce than first thought.
According to Automotive News, Toyota intends to hang onto around 50 percent of its workforce in the move to the Lone Star State. However, even that figure might be optimistic. According to an unnamed insider speaking to AN, there is a fear the actual number could be closer to 30 percent. For comparison, Nissan retained about 42 percent of its workers in its move from California to Tennessee.
The actual percentage making the move is a mystery because Toyota is still rewriting its job descriptions under a single set of guidelines. The changes affect benefits, bonuses and the reporting structure, according to Automotive News, and employees' reactions could play a big role in who decides to go. According to an unnamed worker speaking to AN, the wait is hurting morale. Some people are even applying at the nearby Honda headquarters.
