CARB uses tricked-out RAV4 EV to measure air pollution in California

The old-school Toyota RAV4 EV you see above is the California Air Resources Board's version of a non-participant observer. The all-electric vehicle cruises around the state measuring airborne pollution. Since it's powered by batteries, there are no tailpipe emissions created as CARB tries to get a handle on how dirty the roadway air is. The problem, CARB says, is that it is difficult to measure air pollution levels, "during calm conditions at night and in the early morning." There are over 250 stationary air monitoring sites in California today, but the Board wanted a way to expand where and when it can test for things like ultrafine particles, carbon dioxide and nox. The original plan for the Mobile Monitoring Platform – as the RAV4 EV is officially called – was to "Investigate Spatial, Diurnal and Seasonal Pollution Gradients" on California's highways and ports. The RAV4 EV was originally expected to cost $280,000 (see pages 11-12 in this PDF from 2009), but a new report in the Modesto Bee says it had a total of $300,000 just in monitoring equipment. Michael Benjamin, CARB's chief of air monitoring, told the Bee that the MMP, "paints a thorough picture about what air quality is in any given community." More importantly, the stationary and mobile testing equipment can tell CARB when and where the air is getting cleaner. Which is the whole point, after all.

BMW could have a fuel cell vehicle by 2020

The Ultimate Driving Machine may start emitting water vapor, which may not thrill gearheads but could be good for the environment. BMW may have a hydrogen fuel-cell electric vehicle to sell as soon as the end of the decade, UK's Auto Express says, citing people familiar with the process that it didn't identify. And the model will likely be sold within the i sub-brand that includes the i3 electric vehicle and the i8 plug-in hybrid. "We are working on fuel cell development, but we are not able to comment on vehicle plans at this stage or timing at this point," BMW spokesman Dave Buchko wrote in an e-mail to AutoblogGreen on Thursday. Chatter about a potential BMW fuel-cell vehicle has been getting louder in recent months. Late last year, Autocar reported that BMW was mulling using Toyota's fuel-cell system for a version of what would be called the i5 (all the better to quietly cruise the interstate running up and down the West Coast, we guess). BMW and Toyota have been working together on accelerating the development of fuel-cell technology since 2013. Toyota has since made good on the effort of selling fuel-cell vehicles by introducing the Mirai in Japan last year and is preparing to start sales in California later this year. But BMW has been mum, so far. Toyota temporarily idles pair of Indian plants due to labor unrest

The Detroit News reported today that Toyota will restart production at two Indian plants, following a shutdown on Monday.
Factory labor, management and police in Asia engage in the kind of violent altercations that we're not used to, having almost entirely walked away from the overtly brutal relations epitomized by the Pinkerton Detective Agency and the Flint Sit-Down Strike. In India, a plant owned by a Ford transmission supplier plant was shut down in 2009 after incidents between workers and armed men around the same time as Ssangyong workers occupied a factory in South Korea, in 2012 Suzuki Maruti workers rioted over wages around the same time upset employees beat a ceramics factory president to death in retaliation for a labor leader's killing.
Toyota is the latest to company trying to avoid that road. The Detroit Free Press reported earlier this week that it shut down two plants in India after 11 months of acrimonious wage negotiations and arbitration have gone nowhere. Toyota said the plant workers in Bidadi, near Bangalore, had deliberately stopped production at times over the past 45 days and threatened management. The workers said they wanted their wages raised by an amount already agreed to by management, but that management had reneged; news reports weren't clear on the amount, some saying nearly 10,000 rupees ($165 US) more per month, another saying 4,000 rupees ($65 US), but reports agree that Toyota has said it will only go as high as 3,050 rupees ($50 US).
