Safety Agency Studying Toyota Acceleration Problem

A U.S. safety agency is looking into a consumer's petition alleging that older Toyota Corollas can accelerate unexpectedly at low speeds and cause crashes. The inquiry by the National Highway Traffic Safety Administration covers about 1.69 million of the Corolla compact cars from the 2006 to 2010 model years. The agency will decide whether to open a formal investigation into the problem. An unidentified consumer said in a letter to the agency that he experienced multiple low-speed surges in a 2010 Corolla, and the brakes failed to stop the car in time to prevent a crash. The consumer said the problem caused one collision with a parked vehicle on June 8. "In addition to evidence from our crash incident, we are providing evidence that many other Corolla owners are experiencing similarly unsafe scenarios that are leading to crashes," said a portion of the consumer's letter posted Monday on NHTSA's website. The consumer provided 163 reports from other drivers who experienced a surge at low speed or no speed. But NHTSA said it eliminated duplicates, those outside the scope of the 2006-2010 model years and those from foreign countries to get 141. No injuries were reported. The agency said it would evaluate all of the complaints from the consumer in order to decide whether to grant or deny the petition and open a formal investigation. The consumer filed the petition on Sept. 11, according to the documents. Messages were left Monday morning seeking comment from Toyota. In 2009 and 2010, Toyota issued a series of recalls totaling more than 10 million vehicles for various problems including faulty brakes, sticky gas pedals and ill-fitting floor mats. Toyota is under pressure to announce recalls quickly after a U.S. government investigation found it hid information about past defects. Last month, the company agreed to pay $1.2 billion to settle that investigation. It also paid fines totaling $66 million to the U.S. government for delays in reporting unintended acceleration problems. The company has said it made "fundamental changes to become a more responsive and customer-focused organization, and we are committed to continued improvements." Opel denies allegations about illegal emissions software as the German transport ministry begins its review. Opel has turned documents over to German authorities, and promises to hold a "constructive dialogue" while answering any lingering questions, says the automaker. Opel says that "the allegations reflect a wrong understanding of how diesel engines work." As German magazine Der Spiegel renewed questions about a cheat device similar to those used by Volkswagen, Opel reiterates, "We do not have any software that recognizes whether a vehicle is undergoing an exhaust emissions test." Read more at Automotive News Europe. South Korean President Park Geun-hye suggests that Seoul and Paris work together on the promotion of fuel cell technology. French industrial gases company Air Liquide manufactures liquid hydrogen, while Korean automaker Hyundai has already deployed its Tucson Fuel Cell crossover in select markets around the world. The two companies have signed a deal to cooperate on hydrogen technology. President Park visited an Air Liquide research center during a trip to Europe, where she said that a partnership between Hyundai and Air Liquide can help their countries stay ahead in the fuel cell vehicle market. Read more from Green Car Congress. CARB is proposing new rules for oil and gas facilities that would reduce methane emissions by more than 50 percent. The system, treatment, operation, and device standards would apply to onshore and offshore oil and gas production, storage, processing, and transmission facilities, covering procedures for leak detection and repair, equipment replacement, record keeping, and data reporting. "Methane emissions from the oil and gas industry contribute to California's [greenhouse gas] emissions and cost-effective reduction opportunities already exist and are available for use in the sector," CARB says. "In addition, reducing methane emissions from this sector will help slow the rate of climate change in the near-term and have an immediate beneficial impact on climate change." A hearing is scheduled for July 21 to discuss the proposal. Read more from SNL. Toyota's new Plano, Texas campus will get 25 percent of its energy from the sun. As Toyota plans to move into its new North American headquarters next year, it is building a 7.75-megawatt solar system to provide renewable energy for its operations. The solar arrays will be built atop three parking structures by the end of 2017.

Toyota promoting Mirai as if hydrogen tax credit never went away

At the end of December, the US federal government let the $8,000 tax credit for hydrogen-powered vehicles expire. Despite this little wrinkle, Toyota is still promoting the upcoming 2016 Mirai fuel cell vehicle as a car that will cost under $50,000. In some cases a lot less, since it may also qualify for a $5,000 incentive in California. The car has a $57,500 MSRP, but Nihar Patel, vice president of North American Business Strategy for Toyota Motor Sales, spoke at the 2015 Washington Auto Show last week, and said that the Mirai could cost $44,500 in California. Toyota knows that the federal incentives have expired, since the real news from the show was Patel's public request to the federal government that the $8,000 tax credit be extended. "We think that the federal credit expiration last year puts [hydrogen] customers in a fairly disadvantageous postion," he said. Plug-in vehicle buyers can still get up to $7,500 tax credit and, "we believe that this inequity needs to be fixed," he said. You can see this in the video at minute 10:20. Toyota said including both the after-incentives price and the call to reinstate those incentives was intentional since it shows a discrepancy between hydrogen and plug-in vehicles in the eyes of the feds. We asked Toyota's director of Energy and Environmental Research, Technical and Regulatory Affairs, Robert Wimmer, for more details on Toyota's request. "[The Mirai] being a ZEV and battery electrics also being ZEVs, we just want to make the playing field as level as possible," he said, adding that any extension would last "for the run of the vehicle," which would be three years. He admitted that the extension might only be for one or two years, if it happens at all. (A Toyota spokesperson clarified to AutoblogGreen that the Mirai program will not end after three years.) And that's the problem. "The tax process is difficult to predict," he said. "The two challenges we have now are that both houses of Congress are Republican and also that there has been talk for a while about comprehensive tax reform. If that moves forward, then extenders would probably be put on the back burner as comprehensive tax reform is discussed." Wimmer would not reveal any details about how Toyota is pressuring the government to act, only saying that Toyota's has people lobbying up on Capitol Hill.
