Weekly Recap: BMW rolls out ambitious plug-in hybrid electric plan

"We believe that for the United States, this is going to be very important." – Julian Arguelles Let there be no doubt, BMW is serious about electric vehicles. The German automaker said this week it will make plug-in hybrid versions of all of its core models, an aggressive move that demonstrates its commitment to electric propulsion systems. BMW did not specify which vehicles will get the plug-in systems or provide a timeline for when they will arrive. But the announcement is clearly more than blustering, and the company revealed a 3 Series plug-in prototype this week at an event in France. BMW said the 3 Series uses a version of its 2.0-liter turbocharged four-cylinder engine (240 horsepower, 300 pound feet of torque) with an electric motor sandwiched between the engine and transmission in place of the torque converter. It has an all-electric range of 22 miles. A plug-in X5 with the same powertrain was also displayed alongside the 3 Series, though the X5 has been on the auto-show circuit for more than a year, including a recent stop in Los Angeles. Those two vehicles use "eDrive," and BMW's plans represent the first widespread transfer of its technology from development of the i3 and i8 models to more mainstream products. BMW said it's developing electric powertrains so they can be deployed rapidly across its range, and they are flexible enough to be used with fuel cells in future products. Enticingly, BMW is also working on a "Power eDrive" system, which debuted in a 5 Series GT concept at the event in France. This setup has two electric motors powered by a 20-kilowatt-hour battery pack, and when teamed with a four-cylinder turbo, pump out about 670 hp. Reinforcing BMW's commitment, the company will add more than 200 jobs at its factory in Dingolfing, Germany, to support electric-vehicle development. The moves come as BMW and other automakers diversify their portfolios while fuel economy and emissions regulations are getting tighter around the world. The United States has set a 54.5-mpg CAFE requirement for the 2025 model year. BMW said the electric vehicles were developed with an eye toward the US market, its government policies and its wide-ranging commuting styles. "We believe that for the United States, this is going to be very important," spokesman Julian Arguelles said. Ben Scott, a senior analyst in London with automotive research firm IHS, said BMW's moves are expensive – but necessary – to keep pace with the market.

Toyota C-HR stays sharp from prototype to production

Scion is dead. While the troubled brand was given 13 years to make a case for itself, it never quite succeeded. And that's a shame, because we're pretty confident that this, the production-spec Toyota C-HR would have been one of its biggest hits. Instead, when it arrives in the US, it will be as a Toyota... where it will still likely be a big hit. The new small CUV made its debut after literally years of teasing concepts, the most recent of which was shown late last year in Los Angeles, where it was badged as a Scion. After seeing that car, it's quite clear that Toyota has strained itself to translate its style to the real world. Up front, there's clear inspiration from the Toyota Auris/Scion iM. But aside from the front, the C-HR's biggest inspiration appears to be the Nissan Juke. View 14 Photos It's like Toyota has tried to go even further, though. Its wheel arches are flared even more aggressively and they feed into a strong character line on the lower portion of the doors. In back, Toyota's designers seem to have just rotated the Juke's taillights 180 degrees while they sit below an extremely fast rear window. Said window is integrated into today's latest design trend, a floating roof. Mechanically, the C-HR rides atop Toyota's New Global Architecture, which is Japan's answer to Volkswagen's MQB architecture. Power comes from a hybrid drivetrain, good for a relaxed 120 horsepower. If you don't want hybrid power, Toyota will sell the C-HR with the Euro-market Auris' turbo 1.2-liter engine, but we almost certainly won't see that here in the US. Instead, American drivers will probably be left with nothing but a 2.0-liter, naturally aspirated four-cylinder. That engine will be exclusively paired with a continuously variable transmission that sends power to either the front- or to all four wheels. So there's Juke inspiration, but not in the driving character. Toyota says it will build the C-HR Hybrid in Turkey. We don't know if that facility will handle US-market vehicles or just Europe, but we wouldn't be surprised to see additional facilities come online to produce this stylish little bugger. Toyota promoting Mirai as if hydrogen tax credit never went away

At the end of December, the US federal government let the $8,000 tax credit for hydrogen-powered vehicles expire. Despite this little wrinkle, Toyota is still promoting the upcoming 2016 Mirai fuel cell vehicle as a car that will cost under $50,000. In some cases a lot less, since it may also qualify for a $5,000 incentive in California. The car has a $57,500 MSRP, but Nihar Patel, vice president of North American Business Strategy for Toyota Motor Sales, spoke at the 2015 Washington Auto Show last week, and said that the Mirai could cost $44,500 in California. You can see this in the video at around minute four. Toyota knows that the federal incentives have expired, since the real news from the show was Patel's public request to the federal government that the $8,000 tax credit be extended. "We think that the federal credit expiration last year puts [hydrogen] customers in a fairly disadvantageous postion," he said. Plug-in vehicle buyers can still get up to $7,500 tax credit and, "we believe that this inequity needs to be fixed," he said. You can see this in the video at minute 10:20. Toyota said including both the after-incentives price and the call to reinstate those incentives was intentional since it shows a discrepancy between hydrogen and plug-in vehicles in the eyes of the feds. We asked Toyota's director of Energy and Environmental Research, Technical and Regulatory Affairs, Robert Wimmer, for more details on Toyota's request. "[The Mirai] being a ZEV and battery electrics also being ZEVs, we just want to make the playing field as level as possible," he said, adding that any extension would last "for the run of the vehicle," which would be three years. He admitted that the extension might only be for one or two years, if it happens at all. (A Toyota spokesperson clarified to AutoblogGreen that the Mirai program will not end after three years.) And that's the problem. "The tax process is difficult to predict," he said. "The two challenges we have now are that both houses of Congress are Republican and also that there has been talk for a while about comprehensive tax reform. If that moves forward, then extenders would probably be put on the back burner as comprehensive tax reform is discussed." Wimmer would not reveal any details about how Toyota is pressuring the government to act, only saying that Toyota's has people lobbying up on Capitol Hill.
