"dont ask, dont tell"

i brought my car in for a non-related issue, while my car was there they told me i needed break pads, i agreed, when i got my bill they charged me over $200 to do the breaks, i just wish they would have said "this will be approx $200, is that ok?" Also the reason i brought my car in originally in was not fixed so i had to bring it back a second time.?ˆ?
