Weekly Recap: GM scales back as Russian auto market teeters

General Motors' extensive plans to scale back its Russian operations are the latest sign the automotive market in the former superpower is collapsing – and there are few signs of recovery. GM said Wednesday it will stop selling mainstream Chevrolets and shutter the entire Opel brand in Russia. The moves leave GM with a luxury-focused presence consisting of Cadillac and Chevrolet's Corvette, Camaro and Tahoe. The cutbacks will be completed by the end of the year. The automaker will also idle its factory in St. Petersburg and end a contract-assembly agreement with Russian manufacturer GAZ. "We had to take decisive action in Russia to protect our business," Opel Group CEO Karl-Thomas Neumann said in a statement. "We confirm our outlook to return the European business to profitability in 2016 and stick to our long-term goals." GM is the latest automaker to scale back in Russia as the economic conditions, volatile currency and uncertainty over the conflict in the Ukraine all have sandbagged new car sales. Last month, vehicle sales collapsed 38 percent in Russia to 128,298 units, according to the Association of European Business, which records sales. Joerg Schreiber, chairman of the AEB automobile manufacturers committee, didn't even feign optimism in a statement announcing the figures. "The market is entering a very difficult phase now, and February is only the beginning," he said. "Industry sentiment is the next few months will be extremely difficult and the market bottom has yet to be found." The dovetails with industry experts, who predict the Russian auto sector will remain in the doldrums. IHS said earlier this year it expects Russia's sales to slip to just 1.8 million units in 2015, which is a 40-percent drop from 2012. Other News & Notes Chief leads Jeep's Easter Safari stable Jeep is bringing seven attention-getting concepts to Moab for its annual Easter Safari off-roading celebration in Utah, but the Chief is perhaps the standout of the group. It salutes the 1970s Cherokee with a throwback appearance and surfer styling cues. The Chief has a custom modified razor grille made famous by the Wagoneer, and it rolls on 17-inch slotted mag wheels. The surf theme comes in with ocean blue paint, floral cloth and leather seats and a tiki-style shifter handle. Based on the Jeep Wrangler, the Chief has removable sides, a 3.6-liter V6 engine and a six-speed manual gearbox.

More powerful 2017 Toyota 86 takes over for the Scion FR-S

Scion is dead, and the FR-S name passes away with it. The rear-wheel-drive sports coupe isn't gone, though, because it's now the the 2017 Toyota 86. To match the new moniker, the latest model finally has a little extra power and more aggressive styling. The public debut will take place at next week's New York Auto Show, and sales begin this fall. "When we announced the transition of the Scion models to Toyota we hadn't planned on changing the names of our cars, but by popular demand, for our sports car, we decided to adopt the global name of 86," said Toyota Division Group Vice President Bill Fay. The 2.0-liter boxer-four's output grows to 205 horsepower and 156 pound-feet of torque – increases of 5 hp and 5 lb-ft – on manual-transmission models. The 86 still isn't the turbocharged rear-wheel-drive coupe of some people's dreams, but at least this is an improvement. (Buyers who opt for the automatic will have to make do with less power and fewer pedals.) Toyota also promises "additional performance" thanks to different gear ratios for the six-speed manual transmission, and there's now Hill Start Assist Control. New shock tuning and spring rates will affect the handling, too. The 86 wears a meaner look than the outgoing FR-S. The biggest change is a new front bumper with a large intake that stretches across the coupe's width, and the two sharp points along the bottom look like teeth ready to chomp down. Toyota also replaces the headlights and taillights with LED units. The twist-spoke wheels are a great accompaniment to the more aggressive look, too. The tweaks are more modest inside, including silver stitching and new materials for the dashboard and doors. Toyota will also display the C-HR crossover concept again in the Big Apple. We won't see the production version until later this year, and sales won't begin until spring 2017 as a 2018 model. The Toyota GT86 Shooting Brake Concept is real

As a two-door wagon the shooting brake exists at the unusual but captivating intersection between practicality and sportiness. This Toyota GT86 Shooting Brake Concept is no different – it's a standard GT86, with no mechanical alterations save the grafted-on wagonette roof and hatch. It's fully functional, too, having turned some laps on Toyota's test tracks. It even has the blessing of Tetsuya Tada, the father of the Toyota 86 and its Subaru BRZ and (now rebadged) Scion FR-S, who's been protective of the original GT86 concept to the point of strenuously resisting any serious power upgrades. This isn't the first shooting brake concept we've seen from the Toyobaru twins, but it's the first Toyota-badged one. Subaru brought the Cross Sport Design Concept to the 2013 Tokyo Motor Show. So how did the GT86 Shooting Brake Concept happen? The story, as Toyota tells it, involves the company's Australian design team. They created a 1/4-scale clay model of the shooting brake, and showed it to Tada when he visited in late 2014. He was so impressed, Toyota says, that he had his hand-picked craftsman in Japan bring the idea to full-scale fruition. The Australian design team, in the outdoor-loving spirit of their country, immediately thought that the longer roof would be perfect for carrying surfboards and other unwieldy sports equipment. And it would be. Meanwhile, Tada and the rest of the Toyota corporation want to tamp down expectations. It's a design study, the company says, and it's just "testing the waters." Toyota won't rule anything out, and Mazda recently surprised everyone with the MX-5 RF's unusual and attractive targa model. Maybe in a world where Mazda felt confident enough to introduce the RF, Toyota can be daring enough to bring a sporty wagon to the masses. We can hope, and maybe if we all make enough noise together Toyota will make it a reality.
