NEVS to build new Saab models in China's Qingdao

National Electric Vehicle Sweden has officially signed a deal with Qingdao Qingbo Investment Company that will see the NEVS build EVs in Qingdao, China. The move is the first step on the road toward eventually selling vehicles in China. Reuters reports that the Chinese company has agreed to invest $307.33 million, after which point Qingdao Qingbo will receive 22 percent of the NEVS shares. Currently, there's no word on exactly when the funds and shares will change hands, but the Swedish automaker has previously said it fully intends to launch its first EV by early 2014.
NEVS has also made waves about potentially building a version of the old Saab 9-3 with a traditional internal combustion driveline. Currently, the manufacturer says it plans to ship the vehicles it builds in Sweden to the Qingdao port and distribute them to the rest of China from there. Later down the line, a manufacturing facility in Qingdao will supply the country with Chinese-built Saab models.

GM recalling 316k vehicles due to headlamp faults

General Motors has announced a recall covering 316,357 vehicles globally, due to the possibility of sporadic or permanent failure of the low-beam headlamps. 273,182 of these vehicles are in the United States, while the remaining affected units are in Canada, Mexico, and elsewhere. This recall includes the 2006-09 Buick LaCrosse (pictured above), 2006-07 Chevy TrailBlazer and TrailBlazer EXT, 2006-07 GMC Envoy and 2006 GMC Envoy XL, 2006-07 Buick Rainier, 2006-08 Saab 9-7X, and 2006-08 Isuzu Ascender. In an email sent to Autoblog, General Motors explains that if the headlamp driver modules are not functioning correctly, "the low-beam headlamps and daytime running lamps could intermittently or permanently fail to illuminate." GM states that this problem does not affect things like high-beams, turn signals, marker lamps, or foglamps. As of this writing, GM states it "has not been able to confirm whether the HDMs in these vehicles caused any vehicle accidents." The National Highway Traffic Safety Administration has been notified, but the recall has not yet posted to the government agency's website. Scroll down to read the full details in GM's email. Saab restarts production line in Trollh"attan

The new owner of Saab, National Electric Vehicle Sweden, has bolted together its first two new cars at the company's traditional home in Trollhättan. The two 9-3 sedans were built to work bugs out of the production line and test newer components before full-scale production starts near the end of the year.
NEVS acting President, Mattias Bergman, issued a statement saying, "Prior to our decision to start production of Saab cars, we need to finalize a few remaining dialogues to build partnerships with suppliers. We now know that the plant is ready for production." First up for NEVS will be gas-powered, turbocharged 9-3s, before bringing a facelifted, electrified variant later next year. There are also plans to rejigger Saab's never-was Phoenix architecture for production, although NEVS needs to excise the remaining General Motors tech from the platform before building anything.
According to a report on Automotive News Europe, once under way, NEVS has set an optimistic target of 120,000 units per year by 2016, with sales focused in Europe and China - there's no official word on if NEVS ever plans to bring the Saab name back to North America.
