FCA nears plea deal in diesel emissions fraud probe

Fiat Chrysler Automobiles (FCA) is nearing an agreement to plead guilty to criminal conduct to resolve a multiyear emissions fraud probe surrounding Ram pickup trucks and Jeep sport-utility vehicles with diesel engines, people familiar with the matter said. FCA lawyers and U.S. Justice Department officials are brokering a plea deal that could be unveiled in coming weeks and include financial penalties totaling between $250 million and $300 million, the people said. Such a resolution with FCA, which is now part of Stellantis NV, would come more than four years after Volkswagen AG pleaded guilty to criminal charges  to resolve its own diesel-emissions scandal involving nearly 600,000 vehicles.It would also mark the final significant chapter in the government crackdown on automakers' emissions practices that was precipitated by Volkswagen's deception, which became known as "Dieselgate." The FCA investigation focuses on roughly 100,000 diesel-powered vehicles that allegedly evaded emissions requirements. The plea negotiations are fluid and some terms, including the size of any financial penalties, could change as discussions continue, the people said. Justice Department officials are preparing paperwork that will likely be negotiated with FCA to finalize the plea deal, which could result in changes and also present an outside chance for the agreement to fall apart, the people said. A plea agreement would cap a series of investigations dating back to 2015 surrounding diesel-powered vehicles in FCA's U.S. lineup. The current criminal investigation targets the U.S unit of the Italian-American automaker. The affected vehicles span model years 2014 to 2016. Representatives for FCA parent Stellantis and the Justice Department declined to comment. The scandals over emissions cheating tarnished diesel technology and accelerated the industry's shift to electric vehicles. The European automakers had promoted "clean diesel" technology as a way to reduce carbon dioxide emissions and ease a transition to an all-electric future. When regulators on both sides of the Atlantic uncovered evidence that diesel vehicles polluted far more in real world driving, the argument for a slower transition to battery electric vehicles was shredded. Now, automakers are accelerating battery electric vehicle development to comply with tougher, post-Dieselgate pollution standards.

The 2019 Ram 1500 Classic is new but is also old

If you've been following the interesting strategy that Jeep employed by keeping the old Wrangler on sale alongside the brand new JL Wrangler ( at least until the Scrambler needed the production line), Ram's move here – slapping a "Classic" badge on the end of the old 1500 – shouldn't be all that surprising. And that's what's happening. Not all the trim levels will be available, and the move is targeted at fleet buyers and those on a tight budget. For those cost-conscious buyers, snagging a Classic rather than a new Ram might be a prudent move. After all, while the brand new Ram 1500 is a very nice truck and a decided upgrade from the old one, there's nothing fundamentally wrong with the outgoing truck – particularly if your needs are utilitarian. So, onto the changes. The reduced trim level spread on the 1500 Classic goes like so: Tradesman, Express, Big Horn (or Lone Star if you're in Texas), and SSV (Special Services Vehicle) intended for law enforcement. You'll notice that some trims are missing, and there's nothing fancy here. If you want anything beyond the Big Horn, like a Laramie, Rebel, Longhorn, or Limited, you'll need to step up to the newer truck. There's good news, though. Some stuff from the higher trims that are now out of production can be had on 1500 Classics through some new packages. The Chrome Plus package offers some upgrades to the Tradesman trim, like body-color bumpers, 17-inch wheels, keyless entry, and carpet. The Tradesman SXT gets chrome bumpers, fog lamps, dual exhaust (on V8 models), and 20-inch chrome wheels – some of which is new to the Tradesman trim, even as an option. And the Express Black Accent Package blacks out the badges wheels, and headlight bezels. So while there's less choice overall, you can still add some up-level touches to the 1500 Classic. The powertrain and bed/cab configurations are still robust. You can get the Regular Cab with a regular or long bed, the Quad Cab with the regular bed, or the Crew Cab with the short or regular bed. The 3.6L Pentastar V6 and 5.7 Hemi V8 are both available with 2- or 4WD, and the EcoDiesel will go on sale later. We don't have the all-important pricing information to tell you how good of a deal the Ram 1500 Classic will be, but buyers dragging their feet on buying a lower-trim 2019 Ram 1500 might want to cool their heels until later this year when the 1500 Classic goes on sale to see if it better fits their needs. If you're one of the 1,771 owners of a 2014-15 Ram 4500 or 5500 chassis cab with a 6.4-liter Hemi V8 and a dualie rear axle, you may be hearing soon from Fiat Chrysler Automobiles to bring your truck in to your local dealer. The reason, you ask? To have the speed limiter recalibrated. The problem, according to the statement below, is that while some of these trucks are electronically limited to 106 miles per hour, their tires can't safely maintain that speed. As a result, FCA is having dealers recalibrate the limiter to 87 mph. Of course, that's still well above the speed limit in most places, and "FCA believes it is unlikely that these trucks are operated at such speeds," but that it "is acting out of an abundance of caution." In addition to the 1,771 units in the United States, the company is recalling another 169 in Canada. In an unrelated campaign, FCA is also recalling a handful or two of 2015 Dodge Challengers – 72 in the US, six in Canada and three in Mexico – to secure a side-curtain airbag bolt that may have been improperly installed during assembly over the course of a ten-day period. In both cases, FCA says it is unaware of any complaints, accidents or injuries related to these issues. While FCA believes it is unlikely that these trucks are operated at such speeds, and that doing so would exceed posted speed limits in nearly every applicable jurisdiction, the Company is acting out of an abundance of caution.
