Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Weight savings Both the 2019 Ram 1500 and 2019 Chevy Silverado 1500 have gone on a diet for the new model year, similar to the one the F-150 went on in 2015. The Silverado is the weight-loss leader, having shed 450 pounds when comparing quad-cab V8 models. The Ram 1500 lost 225 pounds compared to the current truck. Both trucks achieve their weight loss in part due to the use of aluminum parts. On the Silverado, the hood, doors, and tailgate are aluminum, while on the Ram, just the hood and tailgate are aluminum on the body. Compare that to the F-150, which uses aluminum for all exterior body panels for a total weight loss of up to 732 pounds, which makes the aluminum-intensive F-150 the weight-loss leader. View 160 Photos Engines and transmissions There's only a bit of overlap in powertrains on the Ram 1500 and Chevy Silverado. Each has a V8 for the top engine. The Ram's is a 5.7-liter Hemi V8 making 395 horsepower and 410 pound-feet of torque. The Silverado will once again use a 6.2-liter V8 as its range topper with the same 420 horsepower and 460 pound-feet of torque as the current model. Both of these V8s boast some extra fuel saving technology. The Chevy's 6.2-liter (and some 5.3-liters) comes with the company's latest cylinder deactivation system that can shut off any or nearly all of the eight cylinders. The Ram's V8 boasts an optional 48-volt mild-hybrid system that, in addition to likely helping fuel economy, can provide up to 130 pound-feet of torque right off the line. With the Ram, fuel economy sees an improvement of 2 mpg in the city and combined ratings for 17 and 19 respectively. Highway fuel economy improves by 1 mpg to 23 with two-wheel drive and 22 with four-wheel drive. The Silverado's 6.2-liter V8 only improves city fuel economy by 1 mpg to 16, and actually loses 1 mpg on the highway. The new 5.3-liter engine with the fancy cylinder deactivation does see an improvement over the simpler version.

The breadth of engine options may not match its Chevy and Ford rivals, but the four available are fully competitive with ample power, strong fuel economy and advanced engineering in the form of the eTorque mild-hybrid system. If you're looking for a truck and don't at least consider the Ram, you're doing yourself a disservice. What's new for 2020? The Ram 1500 regains its popular EcoDiesel engine for 2020, although this time around, its main competitors offer similarly powered engines as well. Also new is a Night Edition available for Big Horn and Laramie that adds blacked out trim, badging and wheels (it looks pretty similar to the truck above). The Rebel also gets access to a similarly blacked out appearance package and can also now be equipped with the Safety Group of driver assistance technologies. It's easy to be smitten by the Ram 1500 in its fanciest Longhorn and Limited trim levels, which are bedecked in soft leather, special color schemes and unique styling elements like the Longhorn emblem literally branded into real wood trim. There are unique features like the huge vertically oriented touchscreen and the ventilated reclining back seat. It's easily the most luxurious pickup ever made. Crucially, however, we are actually more impressed by the basic Ram 1500 Tradesman and Big Horn trim levels. While the quality of plastics is typical for the segment (that goes for those ritzy Rams, too), the different textures and attractive design result in a cabin that looks and feels better than trucks that cost a comparable amount or more. For instance, the rich gray cloth upholstery in a Big Horn test truck contributed to a far more premium environment than the one found in a leather-lined 2019 Chevy Silverado. The Ram doesn't just impress aesthetically.
