Fiat/PSA's dominance in small vans hangs up EU's merger approval

BRUSSELS — EU antitrust regulators are concerned about Fiat Chrysler and Peugeot / PSA's combined high market share in small vans and may require concessions to clear their $50 billion merger, people familiar with the matter said. The companies, which are seeking to create the world's fourth biggest carmaker, were told of the European Commission's concerns last week. If Fiat and PSA fail to dispel the European Commission's doubts in the next two days and subsequently decline to offer concessions by Wednesday, the deadline for doing so, the deal would face a four-month-long investigation. The EU competition enforcer, which has set a June 17 deadline for its preliminary review, declined to comment. Fiat was not immediately available for comment while PSA had no immediate comment. Hiving off overlapping businesses, usually a regulatory demand to ensure more competition, could prove tricky for the carmakers because of the technicalities. Fiat and PSA are looking to merge to help offset slowing demand and shoulder the cost of making cleaner vehicles to meet tougher emissions regulations. The deal puts under one roof the Italian carmaker's brands such as Fiat, Jeep, Dodge, Ram, Maserati and the French company's Peugeot, Opel and DS. Ram with a Hellcat V8 coming? Could be, but let's review the evidence

While Fiat-Chrysler has gradually been stuffing bigger V8s into everything it can, one brand that hasn't received any SRT or Hellcat love is Ram. This, despite showing a Raptor-fighting TRX concept with a detuned engine in the fall of 2016. But according to Allpar, there may be a Ram 1500 coming in the near future with the fabled supercharged V8, and at full power. Interesting theory, but let's take a closer look. The two bits of evidence the site points out are (a) an anonymous inside source saying a vehicle is in development, and (b) a displayed time in Ram press photos. If you look closely, some of the Ram interiors show the time 7:07 on the infotainment display. This corresponds with the Hellcat engine's 707 horsepower. Allpar further speculates that the vehicle will be Rebel-based due to a preponderance of the number in Rebel interiors. This wouldn't be the first time FCA has hinted at a future model's power via infotainment time, either, as it did so with the Challenger Demon. View 6 Photos There are some holes in this theory, though. We went back and looked at the press photos of the interiors, and the 7:07 time shows up on Bighorn Rams, too. And not every single Rebel interior has the time. There's at least one that shows the time 8:29, which appears on various other Ram interior shots. Also, while FCA did manage to make a full-time all-wheel-drive system for the Grand Cherokee Trackhawk to stand up to the Hellcat's ferocious power, we doubt that drivetrain would be used in a Ram, since it's a much different application. The final nail in this theory's coffin might be that the head of Ram Trucks communication told us that the times in the images are a "complete coincidence" and that "this theory is all speculation." All things considered, we think the odds of a Hellcat-powered Ram reaching production soon, particularly an off-road version like Allpar suggests, is pretty iffy. We wouldn't rule out some sort of Hellcat-powered Ram completely. At the very least, putting a Hellcat V8 into a two-wheel-drive Ram for a street truck would make loads of sense. It would be less expensive to develop compared to a Raptor competitor, it wouldn't have any existing competition, and it could capitalize on the history of the Viper-powered Ram SRT-10 from the mid-2000s. And as we've seen, FCA has no problem stuffing absurdly powerful V8s into everything it can, from Charger to Durango to Grand Cherokee. So, don't count on a Hellcat-powered Ram yet.

Certain Chrysler owners eligible for buyback program

Certain car owners whose Chrysler vehicles contain dangerous defects will soon have a way to get rid of their lemons without losing money. As part of an agreement with federal regulators, Fiat Chrysler Automobiles has agreed to buy back more than 500,000 vehicles susceptible to veering out of control without warning at above market-value prices. The deal mainly covers certain models of RAM trucks, the Dodge Dakota pickup and Dodge Durango SUV. Further, owners of more than 1.5 million Jeep Liberty and Grand Cherokees at heightened risk for lethal fires are eligible to trade in their vehicles at above market value or, alternately, get a gift certificate if they prefer to have repairs made. Chrysler has "a heavy responsibility to make sure the products they make are safe for the traveling public," said Mark Rosekind, administrator of the National Highway Traffic Safety Administration. "... Here, we are sending an unambiguous signal to industry that if you skirt the laws or violate the law, or don't live up to the responsibility that consumers expect, we are going to penalize you." The buy-back and trade-in options for motorists come as part of an unprecedented penalty NHTSA slapped against Chrysler for violating federal motor-vehicle safety laws. Chrysler will pay a $105 million fine, the highest ever levied by the regulatory agency. In addition to the buy-backs, Chrysler also agreed to an independent monitor for three years. Investigators had outlined problems in the company's conduct in 23 recalls that affected more than 11 million defect vehicles. As part of a consent-order agreement, Chrysler acknowledged it did not notify vehicle owners of recalls in an effective manner and did not notify NHTSA of safety problems. Though those recalls affected millions of drivers, the buy-back and trade-in options are only for a small portion of the vehicles involved. Because Chrysler struggled to fix the problem and no repair was apparent, Rosekind said the buy-backs are reserved "for customers who didn't have a remedy." Buy-backs are for trucks and SUVs affected by three recalls that occurred in 2013 (recalls 13V-038, 13V-527 and 13V-529), that addressed a rear-axle pinion nut that could come loose and cause a loss of vehicle control. Those recalls covered 579,228 vehicles, including 2009-2012 Ram 1500, 2500, 3500, 4500 and 5500 trucks, 2009-2012 Dodge Dakotas, 2009 Chrysler Aspen and the 2009 Dodge Durango.
