Germany threatens to ban FCA vehicles over diesel emissions dispute

Germany is threatening to ban sales of FCA products over diesel emissions. According to the newspaper Bild Am Sonntag, Germany's Federal Motor Transport Authority found evidence of a so-called defeat device that shuts down certain emissions controls after running for 22 minutes. A standard diesel emissions test in the European Union reportedly takes 20 minutes to complete. FCA denies the allegations. "We believe all our vehicles respect EU emissions standards and we believe Italian regulators are the competent authority to evaluate this," the company said in a statement. The latter part of that statement drew ire from German authorities, especially after FCA declined to meet with German transport minister Alexander Dobrindt to discuss the issue. Graziano Delrio, the Italian Minister of Infrastructure and Transport, vowed to work with German authorities on behalf of FCA. According to EU law, FCA is required to homologate its vehicles in Italy because that's where its regional operations are based. When will the diesel-scented soap opera end? 2019 Ram 1500 eTorque fuel mileage numbers released [UPDATED]

UPDATE: A previous version of this story said that the Ram 1500 with the 3.6-liter V6 and eTorque was the most fuel efficient gasoline-powered truck in America. The 2018 Ford F-150 powered by the 2.7-liter EcoBoost V6 engine has ratings as high as 20 city, 26 highway, and 22 combined, which is 1 mpg better on the highway than Ram's six-cylinder eTorque. According to the EPA, the 2019 Ram 1500, when equipped with the 3.6-liter V6 engine and the brand's new eTorque technology, delivers 20 miles per gallon in the city, 25 on the highway and 22 combined in rear-wheel-drive form. Adding four-wheel drive drops those figures to 19/24/21. Those are big improvements over last year's Ram, which had a max efficiency rating of 17/25/20 without the eTorque system. By way of comparison, a 2018 Ford F-150 with the 3.3-liter V6 is rated at 19/25/22. That's down a single mile per gallon in the city but is otherwise a match for the Ram. The most efficient truck from Chevrolet currently rated by the EPA is the 2018 edition with GM's long-running 4.3-liter V6 at 18/24/20. There's a good chance Chevy's upcoming 2.7-liter turbocharged four-cylinder will take the efficiency crown, but it's not yet available. Ram also offers its eTorque technology on its Hemi V8-powered 1500. The EPA rates the two-wheel-drive V8 at 17/23/19 with eTorque (down one mpg on the highway with four-wheel drive). That's a meaningful gain of two miles per gallon combined over the standard non-eTorque Hemi offering. Ram's eTorque system replaces the trucks' standard alternator with a 10-horsepower electric motor and includes a 48-volt lithium-ion battery pack in addition to the standard lead acid battery. We took an eTorque Ram out for a quick spin and found that the technology makes for a truck that's nicer to drive, with the small electric motor working to make gearshifts feel smooth and refined. Certain Chrysler owners eligible for buyback program

Certain car owners whose Chrysler vehicles contain dangerous defects will soon have a way to get rid of their lemons without losing money. As part of an agreement with federal regulators, Fiat Chrysler Automobiles has agreed to buy back more than 500,000 vehicles susceptible to veering out of control without warning at above market-value prices. The deal mainly covers certain models of RAM trucks, the Dodge Dakota pickup and Dodge Durango SUV. Further, owners of more than 1.5 million Jeep Liberty and Grand Cherokees at heightened risk for lethal fires are eligible to trade in their vehicles at above market value or, alternately, get a gift certificate if they prefer to have repairs made. Chrysler has "a heavy responsibility to make sure the products they make are safe for the traveling public," said Mark Rosekind, administrator of the National Highway Traffic Safety Administration. "... Here, we are sending an unambiguous signal to industry that if you skirt the laws or violate the law, or don't live up to the responsibility that consumers expect, we are going to penalize you." The buy-back and trade-in options for motorists come as part of an unprecedented penalty NHTSA slapped against Chrysler for violating federal motor-vehicle safety laws. Chrysler will pay a $105 million fine, the highest ever levied by the regulatory agency. In addition to the buy-backs, Chrysler also agreed to an independent monitor for three years. Investigators had outlined problems in the company's conduct in 23 recalls that affected more than 11 million defect vehicles. As part of a consent-order agreement, Chrysler acknowledged it did not notify vehicle owners of recalls in an effective manner and did not notify NHTSA of safety problems. Though those recalls affected millions of drivers, the buy-back and trade-in options are only for a small portion of the vehicles involved. Because Chrysler struggled to fix the problem and no repair was apparent, Rosekind said the buy-backs are reserved "for customers who didn't have a remedy." Buy-backs are for trucks and SUVs affected by three recalls that occurred in 2013 (recalls 13V-038, 13V-527 and 13V-529), that addressed a rear-axle pinion nut that could come loose and cause a loss of vehicle control. Those recalls covered 579,228 vehicles, including 2009-2012 Ram 1500, 2500, 3500, 4500 and 5500 trucks, 2009-2012 Dodge Dakotas, 2009 Chrysler Aspen and the 2009 Dodge Durango.
